Statement of Work 56th Fighter Wing (56 FW) Video Teleconference System and Large Format Television Solution 18 May 2022
1. Introduction
1.1 Organization. (a) 56 FW/Command Section has a requirement for a video teleconference system and large format television(s) enabling CLASSIFIED and UNCLASSIFIED calls for the 56 FW/CC and senior staff leadership, located in the wing headquarters building 452. (b) 56 FW also has a requirement for a large format television for the 56 Fighter Wing conference room.
1.2 Scope. “The vendor shall provide a turn-key solution, labor to design, engineer, procure, program and integrate a video teleconferencing and audiovisual system using modern state-of-the-art technology. This system will operate utilizing classified and unclassified domains using a dual codec configuration. Due to the nature of the room and high usage for classified and unclassified meetings, back to back meetings occur with different classifications. Therefore the periods processing system, requiring 8-10 minutes of switching classifications, is not ideal for a Wing commander. A Digital Media Switcher must be used to support fiber isolation switching with audio, video and control for a dual classification environment IAW AFSSI 7702. Integration must be modularly engineered for easy replacement due to upgrade or failure. All cabling, wiring and connectors etc. shall be replaced new. Cable management is a priority and as such all exposed cabling must present a professional and aesthetic appearance. All equipment components shall meet at least the industrial level of quality defined below and must provide quality and durability for constant use.”
(a) ISDN has been terminated and UNCLASSIFIED/CLASSIFIED VTC codecs must be configured for IP connectivity using government provided schema information. The DoD/DISA standard is Global Video Services (GVS). “Any equipment requiring connection, either classified or unclassified, to the DoD global information grid (GIG) will be compliant with Certification and Accreditation of Department of Air Force Enclaves hosting Real Time Services guidance.

1.3 Location of Performance. The location of performance will be at Luke AFB, AZ in Bldg. 452; 14185 W. Falcon St., Luke AFB, AZ 85309
1.4 Personnel Qualification. Contractor personnel shall be knowledgeable in audio/visual display technology, information systems integration, network management, and VTC equipment installation. Contractor shall be H.265 codec certified to sell, install, and service the H.265 codec system products that are quoted.
1.5 Government Changes. The government retains the right to modify the equipment delivery and equipment installation schedule after the kickoff meeting and will provide the contractor 15 days advance notice.
2. Specific Tasks
2.1. Wing VTC Conference Room Tasks – (a) Install a VTC system for multiple security levels and large format television(s) in Rm
2.1.1 VTC Equipment Acquisition. The contractor shall provide all codecs, 1 high-definition PTZ camera, ceiling-mounted microphones and speakers, licensing, cabling, mounting hardware, routing equipment, and A/V touch screen remote controller for configuration and programming. The type of sources should include HDMI & DVI with support for two (2) HDMI PC connections. At least two (2) additional HDMI connections must be available for future expansion. Inputs and outputs must support resolutions up to, but not limited to, 1080p. CLASSIFIED material will only be sourced from approved CLASSIFIED computers. For example, if a meeting requires 56 FW to be the content source, the CLASSIFIED slides are sourced from an approved CLASSIFIED computer. All source codes shall be surrendered to the appointed site government point of contact and the AETC VTC SME. Contractor shall comply with DFARS 252.211-7003, “Item Identification and Valuation”. Codec must be compatible with Air Force MAJCOM VTC bridges. The contractor shall coordinate, fund, and execute equipment transportation to installation sites. Contractor will be responsible to perform inventory on all shipped equipment, prior to installation.
2.1.2 Large Format Television(s) Acquisition
2.1.2.1 Furnish, install, configure, and test wall-mountable large format television(s) in Rm 114, Wing VTC conference room.
2.1.2.2 Size display(s) for maximum viewing to support size of room, dimensions of wall, and be viewable up to 35 feet away. Ceiling is 9 ft. 9 in (without steps and 9 ft. 2.5 in with steps and maximum weight wall can support (including mounting hardware) is 400 pounds. Seeking 98-inch or larger Display monitor (without wireless capabilities).

2.1.3. Projectors
2.1.3.1 Dual projectors (preferably CHRISTIE projectors) which can display images. This option is added in the event for cost purposes.
2.1.4 Monitor
2.1.4.1 Seeking an additional monitor (24” monitor) which will be placed at the head of the conference room table for the General. This monitor will display the same data on the larger screen (S\VTC, Zoom, PowerPoint presentation, etc). We are requesting the monitor have the ability to lay down flat when not in use. **Folding capability for the 24” monitor on the conference room table**
2.1.5 Security
2.1.5.1 TEMPEST. All microphones, speakers, and cameras in Rm 114 must NOT have ANY wireless and/or Bluetooth capabilities. Per ESIM 2009-02, separation requirements for RF transmitters must be separated from RED equipment by 3m.
2.1.5.2 AFSSI 7702 5.4.1. No Bluetooth devices, cordless phones or microphones, wireless keyboards or mice, wireless LANs, or infrared LANs are allowed within a 3-meter radius sphere centered on classified sources.
2.1.5.3 Codec Power Control Switch. Please note that this all needs to be accomplished automatically (without user intervention) when switching between the two VTC classifications. Vendor will present architectures and equipment that are IA compliant in accordance with DISA and TEMPEST guidelines. The power control switch will be operated through a vendor supplied mechanism in dual classification suites. The appropriate signage will be installed outside the door of Rm 114 to identify the classification status of the current call and will be illuminated to indicate which codec is in operation. For example, when the unclassified codec is in operation, the sign will illuminate stating unclassified.
2.1.6 Equipment Verification. The contractor will perform an operational test upon completion of the installation of both the VTC and television(s). The operational test will confirm that all codecs are connected and correctly displayed, and VTC calls can be placed and received. Upon successful testing, contractor will save the codec configuration file and provide the configuration file to the site’s POC and AETC HQ SME. Additionally, the contractor will ensure the A/V controller is configured/programmed for the new codec.
2.1.7 Equipment Training. The contractor will provide user-level training on the newly installed equipment.
2.1.8 Technical Support. The contractor shall provide a 3 years warranty, including help desk support with next business day replacement parts. The coverage for equipment begins after Equipment Verification (2.1.4) and Training (2.1.5) has been completed and continues for 3 years.*Subject to change*
2.2 Conference Room Tasks – (b) Install large format television(s) in Rm 114.
2.2.1 Television Equipment Acquisition. The contractor shall purchase and install wall-mountable, large format television(s) capable of viewing from up to 35 feet from screen**subject to change**. The type of sources must include HDMI and DVI with support for one (1) HDMI PC connection. Resolution will be a minimum of 1080p. The contractor shall coordinate, fund, and execute equipment transportation to installation site. Contractor will be responsible to perform inventory on all shipped equipment, prior to installation. **Planar display monitors ARE NOT on the APL listing and are therefore unauthorized.** . **(subject to change)**in the event this office selects the television monitor versus dual projectors.
2.2.2 Large Format Television Equipment Acquisition
2.2.2.1 Furnish, install, configure, and test large format television(s) on the north wall of Rm 226, Conference Room and ceiling-mounted speakers.
2.2.2.2 The contractor will furnish, install, and test all required power and A/V cables to connect the television(s) to a computer on the south wall of Rm 114 **subject to change** utilizing government furnished conduits. Size display(s) for maximum viewing to support size of room, dimensions of wall, and be viewable up to 35 feet away. Usable horizontal wall space for display(s) is 14 feet. Ceiling is 10 feet AFF and maximum weight wall can support (including mounting hardware) is 400 pounds. **(subject to change)**in the event this office selects the television monitor versus dual projectors.
3. Government Furnished Facilities, Property and Equipment
3.1 Government Furnished items. The Government will not provide the contractor any facilities, property, or equipment.
3.2 Site Conditions. The tasks identified above are to be performed on the second floor of the facility. A loading dock and elevator are available for use.
4. General Information
4.1 Normal Work Hours. The contractor’s core hours of operation shall be from 0700 until 1600L (depending on installation location), Monday through Friday, excluding federal holidays. The Government reserves the right to change the core hours at any time
4.2 Federal Holidays. The contractor shall not have staff present at the government installation facilities on federal holidays. The federal holidays observed are as follows: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day
4.3 Travel. The contractor may be required to fulfill all or some of this requirement via travel. The contractor shall internally plan, fund, and execute the travel in fulfillment of the contract.
5. Security
5.1. Overview. The Contractor shall comply with all security regulations and directives identified herein and other security requirements as shown elsewhere in this contract. There will be no microphones, cameras, speakers, or devices with wireless/Bluetooth capability installed within 9 feet of the west wall of RM. 114 MFD TECH/STG.
5.2 Information Security
5.2.1 Classified Information. There is no requirement to access classified information. Government personnel will test NIPR/SIPR VTC equipment.
5.2.2 Controlled Unclassified Information Security. The Contractor shall handle and safeguard Controlled Unclassified Information in accordance with DoD Manual 5200.1-M, Volume 4 entitled, DoD Information Security Program: Controlled Unclassified Information (CUI).
5.3 Physical Security
5.3.1 Installation Perimeter Access Control. The requirements for installation perimeter access are detailed in Air Force Federal Acquisition Regulation Supplement (AFFARS) clause 5352.242-9000 entitled, Contractor Access to Air Force Installations, in Section I, Contract Clauses, of the basic contract. The Contractor will be processed for DBIDS ID Cards for unescorted access to the installation via the 56th Security Forces Squadron’s Visitor Center. This processing requires each Contractor employee to consent to criminal history check(s) for proofing and vetting. (**subject to change**)
5.3.2 Resource Protection and Integrated Defense. The Contractor shall safeguard all government property in accordance with AFI 31-101, Integrated Defense, and any forms provided for Contractor use. The Contractor shall immediately report all thefts, vandalism, or destruction of property and equipment (Government or Contractor owned) to the Contracting Officer Representative (COR) of this contract.
5.3.3 Base Access. Contractors will need to provide a Visitor Pass thru JPAS at a minimum 14 working days prior to installing any equipment; use Luke SMO Code: LY0JFFP5
5.4 Personnel Security
5.4.1 Background Investigation Requirements. No other background investigation requirements will be required other than the proofing and vetting noted in para 5.3.3.
5.5 Network Security
5.5.1 The contractors will not need to access any AF or DoD network to accomplish the tasks outlined within this contract. Contractors will install all necessary equipment and government personnel will perform testing to validate equipment works as projected.
5.6 Emissions Security.
5.6.1 The contractor shall adhere to separation and labeling requirements outlined by established Information Assurance, Emission Security, and National TEMPEST guidelines while installing equipment and cables.
6. Training
6.1 Contractors are to provide adequate training session with 56 FW VTC monitor- Mr. Morgan/TSgt Velasco.
7. Government Points of Contact
7.1 SME. The SME will provide the contractor personnel access to all available Government-furnished information, facilities, material, equipment, services, etc. as required, for this requirement.
