About this file
This is a Statement of Work (SOW) from the Department of the Air Force, United States Space Force, Space Base Delta 2, dated 05 May 2026, for the design, engineering, procurement, and installation of an outdoor multipurpose scoreboard at Buckley Space Force Base Fitness Center in Aurora, Colorado. The contractor must provide all necessary labor, materials, transportation, equipment, and supervision to deliver a complete, fully functional scoreboard system with dimensions of approximately 18 feet wide by 6 feet high by 8 inches deep. The scoreboard must feature super-bright, wide-angle LED digits visible in direct sunlight, display team scores (home and guest), game clock (minutes and seconds), and period/quarter information, and be operated via a secure wireless controller (Bluetooth or dedicated radio frequency) with a minimum operational range of 300 feet. The housing must be weather-resistant and capable of withstanding high winds, hail, and temperature extremes typical to the local Colorado area.
The contractor is responsible for designing and establishing a reinforced concrete foundation with footers and steel I-beam support structures sufficient to support the scoreboard against local wind load requirements, and must provide certified engineering drawings for Government approval prior to commencing work. The contractor must obtain all necessary dig permits through the 460th Civil Engineering Squadron with a minimum 15-day processing period prior to ground excavation. The contractor shall provide all site cleanup, including removal of packaging, foundation debris, and excess materials upon completion. If permanent electrical service is not available at installation time, the contractor must provide temporary power (portable generator) for full system testing. System testing and acceptance require the contractor to demonstrate all scoreboard functions to the Government inspection and acceptance point of contact, with acceptance contingent upon successful functional demonstration and joint inspection for quality and compliance. Deliverables include one fully installed and operational scoreboard system, certified engineering drawings, operating manuals and documentation, and warranty documentation with a minimum 5-year manufacturer warranty on all parts and labor. The period of performance is 180 days after receipt of contract award, with performance at the outdoor multipurpose field adjacent to Buckley SFB Fitness Center, 17890 E. Steamboat Avenue, Building 35, Aurora, CO 80011.

Statement of Work (SOW)
Buckley SFB -Fitness Center Football Field Scoreboard
Buckley Space Force Base Fitness Center 17890 E. Steamboat Avenue Building 35 Aurora, CO 80011
1.0. Purpose:
The 460 FSS/Fitness Center at Buckley Space Force Base (SFB) requires the purchase and installation of a new scoreboard for the outdoor multipurpose field (football/soccer). Currently, the field lacks a permanent scoreboard, which negatively impacts the quality and efficiency of sporting events, including intramural football and soccer. The current methods – a small electronic unit requiring a hazardous extension cord or an antiquated flip-board – are inadequate, unsafe, and do not meet the standards of other athletic facilities on base.
This requirement aims to install a modern, permanent, and wirelessly operated scoreboard to enhance the sports program experience and to support the potential for hosting larger tournaments and reinstating varsity sports.
2.0. General Scope of Work:
The contractor shall provide all necessary labor, materials, transportation, equipment, and supervision to deliver a complete, finished, and fully functional scoreboard system as outlined in the SOW. The project includes the design, engineering, procurement, and installation of the scoreboard unit to include creating the foundation.
The exterior area will be accessible for a large truck, a lift device. The contractor is to provide necessary and ancillary tools, equipment, and vehicles needed to accomplish this project. All scoreboard packaging and foundation debris will be cleaned up and hauled away by the contractor. If the new electrical line has not been installed by that time, the contractor will be responsible for bringing a portable generator, or a similar device, to test their unit.
3.0 Specific Tasks & Technical Requirements:
3.1 Scoreboard Unit Specifications:
The contractor shall supply and install one (1) new outdoor multi-sport scoreboard that meets the following specifications:
• Dimensions: Approximately 18’W x 6’H x 8”D.
• Digits: Super-bright, wide-angle LED digits with protective casings. Display must be clearly visible in direct sunlight from all spectator areas.
• Display Information: Must display at minimum:
o Team Scores (Home and Guest) o Game Clock (Minutes: Seconds) o Period/Quarter
• Control System: Shall be operated via a secure, reliable wireless controller (e.g., Bluetooth or dedicated radio frequency) with an user-friendly interface. The controller must have a minimum operational range of 300 feet.
• Durability: The scoreboard housing must be weather-resistant, capable of withstanding high-winds, hail, and temperature extremes common to the local area.
3.2 Foundation and Installation:
• The contractor is responsible for the design and establishing a reinforced concrete foundation, including footers and steel I-beam support structures, sufficient to support the scoreboard against local wind load requirements.
• The contractor must certified engineering drawings for the foundation and support structure for Government approval prior to commencing any work.
• The contractor shall obtain all necessary dig permits. It is understood that permits must be processed a minimum of 15 days prior to any ground excavation through the 460th Civil Engineering Squadron (CES).
3.3 Site Work & Logistics:
• The project site is accessible to large vehicles and lift equipment. The Contractor is responsible for providing all necessary vehicles, tools, and ancillary equipment.
• The contractor shall be responsible for all site cleanup, ensuring that all packaging, foundation debris, and excess materials are removed from the site upon installation completion.
• The contractor must coordinate site access with the Fitness Center manager or other designated Government point of contact (POC).
3.4 System Testing and Acceptance:
• New electrical service to the site is being handled under a separate Government requirement. If permanent power is not available at the time of installation, the contractor shall be responsible for providing a temporary power source (e.g., portable generator) to conduct full system testing.
• The contractor must demonstrate all scoreboard functions to the Government inspection and acceptance POC, including clock operation, score updates, and wireless controller functionality from various points on and around the field.
• The requirement will be considered complete and accepted only after a successful functional demonstration and a joint inspection of the installation for quality and compliance with this SOW.
4.0 Deliverables
• One (1) fully installed and operational scoreboard system.
• Certified engineering drawings for the foundation and support structure
• Operating manuals and documentation for the scoreboard and controller.
• Warranty documentation (minimum 5-year manufacturer warranty on all parts and labor).
