STATEMENT OF WORK FOR

Replace Water Well #8 Services

Joint Base San Antonio Fort Sam Houston, Texas

DESCRIPTION OF SERVICES / GENERAL INFORMATION. The work includes replacement the pump of water well #8 and incidental related work. Removal of the submersible pump from its current location of approximately 200 to 300 feet beneath the ground’s surface, and repair of all related components including electrical, mechanical, and controls systems. This includes the Variable Frequency Drive (VFD) inspection and test, and distribution pump that are components of the water delivery system, both located within B3319.

Upon completion of replacement work, the water well delivery system will require testing and reporting IAW Texas Commission on Environmental Quality (TCEQ) 30 TAC 290.41 (c)(3)(F) prior to being placed back into service. Work includes all functions needed to provide a 100% fully operational water well delivery system and incidental related work. Assessments conducted as part of this work shall be detailed in an after action report describing the assessment methods, findings, and any additional recommended work and shall not be corrected as part of this contract.

The contractor shall coordinate with 802 CES/CEIE, American Water, and Contracting Officer in advance on all Demo/New Work.

1. PROJECT INFORMATION. Well 8 has been out of service for five years. On March 3, 2023, Troubleshooting Team consisting of R&O Utilities, Controls Shop, Electrical Shop, Utilities Shop and American Water inspected and tested the Variable Frequency Drive (VFD) side (disconnecting the pump). The voltage, amperage, and resistance of the electrical wiring for the submersible pump were measured. The measurement confirms the pump requires being pulled for further troubleshooting due to the thermal overload alarm.

2. WORK ELEMENTS.

2.1 Building. The contractor shall complete an existing site conditions survey of the proposed area. The survey shall be detailed enough to assess and understand the Statement of Work, specifications, assess potential unknown findings, assess the existing electrical and mechanical system that supports the water well. Contractor shall refer to GFM As-Builts prior to new work.

GFM will be provided to the contractor for reference. The Contractor shall r emov e and r ep lace the existing pump and supporting components. Equipment to safely remove heavy or large components shall be used. The removed components shall be transported away from the site for proper disposal or recycling, adhering to environmental regulations and direction from the JBSA Environmental Office. Debris and any remaining materials from the demolition process are cleared from the site, ensuring a clean and safe working environment for subsequent work activities.

2.2 Mechanical. The Contractor shall disconnect and extract the pump from the well using appropriate equipment. Remove and pull submersible well pump from its current location of approximately 200 to 300 feet beneath the ground’s surface. The Contractor shall temporarily cap off any existing water source to the unit once removed. Contractor shall replace the pump. Properly install the new pump back into the well, conduct tests to ensure the pump functions correctly, including checking water flow rates and pressure. New pump shall be capable of providing the required flowrate at the indicated max head as shown in the supplied GFM. Make any necessary adjustments to optimize the pump's performance.

2.3 Electrical. The Contractor shall shut off the power supply to the pump and disconnect all electrical connections associated with the pump system and control panel. Electrical leads shall be made safe and secured for future use. The Contractor shall thoroughly assess the condition of the electrical connections, wiring, and components associated with the pump system. Identify any damaged or faulty electrical components that may be impacting. the pump's operation. Replace damaged electrical components, such as wiring, switches, circuit breakers, or control panels, cables, that are incidental to the pump replacement to ensure safe and reliable operation. Replacement here is limited to a single circuit breaker if bad, or direct connections to the pump that are damaged. Other issues such as wrong size wire leading to the pump, etc., shall be documented in the assessment report but shall not be corrected as part of this contract.

For the controls in place, the contractor is required to coordinate with American Water, the 802d Project Manager, and the Contracting Officer before beginning assessment on them.

Verify that the pump system is properly grounded to prevent electrical hazards and ensure operator safety.

Ensure all electrical works comply with relevant electrical codes, standards, and safety regulations. Once the electrical components are replaced, contractor shall conduct thorough testing of the pump system to verify proper electrical functionality and integration with the pump's mechanical components.

2.4 Plumbing. The Contractor shall disconnect and extract all pipe connecting the pump to the water source and distribution system. The contractor shall assess the condition of the pipes connecting the pump to the water source and distribution system. Identify any leaks or damage to the pipes that may be affecting water flow or pressure and document in the assessment report. Pipe openings shall be tightly covered and protected against dirt, water, chemicals, and mechanical injury. Contractor shall store all the pipes for reinstallation. Damages to the pipe during disassembly, storage, or reinstallation shall be remedied by complete replacement of that section of pipe, damage to the pipe that is not the result of disassembly, storage, or reinstallation shall just be addressed in the assessment report and shall not be corrected as part of this contract.

2.5 Environmental. All debris and waste must be disposed of IAW JBSA policy and specifications.

Contractor shall coordinate and provide C & D Waste documentation to 802d CES/PM prior removing debris from JBSA. The contractor shall ensure that all local, state, and federal environmental permits (to include notifications and or authorizations for the remainder of this document) for this contract are obtained prior to start of service and/or installing or operating any equipment or disturbing or clearing any land area. Where permits are required, the contractor shall coordinate with 802 CES/CEIE, American Water, and 502 CES. Refer to Section 01 57 20 ENVIRONMENTAL PROTECTION for additional compliance requirements.

3. BASE ACCESS

3.1 Hours of Operation. SOW shall be during normal duty hours between 7:30AM and 5:00 PM (0730-1700), Monday through Friday unless otherwise requested in writing and approved by the

CO.

3.2 Holidays Observed. The contractor is not required to provide scheduled service on the following holidays:

3.3 SECURITY REQUIREMENTS. All contractors shall submit a complete list of personnel in accordance with installation policy, including deliverymen, who will be expected to work on the installation.

3.4 Base/Installation Access Requirements. Criminal History Checks will be conducted on all prime/sub- contractor employees requiring base access. The contractor shall provide the COR a current list of employees needing access within 5-7 working days after receiving award or Notice to Award. The list shall include Employee’s name, Date of Birth, Country of Birth, and State driver’s license/state ID number and state of issue. Notifications of contractor employee additions and deletions shall be provided with the same information listed above and within 5 working days.

Within 10 business days after the receipt of the list, the Government will notify the contractor that installation access passes are available for those employees clearing the criminal history check. The duration of any pass issued will not exceed one year or the duration of the contract, whichever is shorter.

3.4.1 The contractor shall be responsible for prompt return of credentials and vehicle passes for: 1) any employee who no longer requires access to the work site; 2) upon request by a CO; and 3) upon completion or termination of the contract. The prime contractor shall ensure that all base identification passes issued to employees are returned to the issuing office. Failure to comply with these requirements may result in withholding of payment.

3.4.2 The contractor shall be responsible for coordination of an escort, if applicable, through any controlled areas through the assigned Government Acceptor (Facility Manager).

4. DELIVERABLES.

4.1 The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. It must specify the areas to be inspected on a scheduled and unscheduled basis and how often inspections shall be accomplished.

4.2 The Contractor shall be responsible for providing shop drawings and product schematics on work completed and accepted by the Government upon project completion. Final shop and schematic drawings of the new system will be required at end of contract in digital format (CAD and PDF).

5. PROJECT MANAGEMENT. The Contractor shall identify and provide a single point of contact

(POC) for overall management and supervision during install periods. The Contractor shall contact the COR for coordination as noted in the awarded contract at least 72 hours prior to delivery. All pertinent communications shall be via email.

6. CLEAN UP. The contractor shall clean up all work areas daily and dispose of waste materials and or rubbish in accordance with all applicable federal, state, and local regulations, standards, codes, and laws. Do not dispose of or discard recyclables, packing materials or trash in any recycling or trash containers or dumpsters located on the installation. It is the Contractor’s responsibility to ensure trash and debris is disposed of properly and off sight.

7. REGULATIONS. The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, codes, permits, Department of Defense, Air Force, Army, US Army Training and Doctrine Command, and base requirements and instructions required.

8. QUALITY CONTROL. The contractor shall be responsible for quality control for all work accomplished during the performance of the task. As a minimum, the contractor shall develop quality control procedures that address the areas identified in section 16, Service Summary.

9. QUALITY ASSURANCE. The COR will monitor and periodically evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP) for this requirement. Contractor re- performance shall be done at no additional cost to the Government.

10. INSPECTION AND ACCEPTANCE. The contractor shall ensure that work for this project is performed in accordance with the criteria herein, and that all relevant materials, finishes, equipment, and systems shall be fully operational at the completion of work for this project.

The contractor will notify the COR of completed work per floor and schedule a final inspection of installed work prior to the contractor can proceeding to the next floor level. All discrepancies identified during inspections shall be corrected prior to final acceptance and moving to the next floor installation.

11. CONTRACTOR’S WARRANTY. The contractor shall guarantee all materials and workmanship for a period of one year from the date of final acceptance. The contractor shall respond to the warranty issues within 72 hours with a plan of resolution that is acceptable to a representative of the CEG and/or the CO. Correction of all defects under this warranty shall be paid at the expense of the contractor and not the Government.

12. WORKMANSHIP. The Contractor shall perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with the prevailing industry standards.

13. STORAGE AND PARKING.

13.1 Contractor storage will not be provided and is not required for this project. Contractor shall be responsible for removing all unused product on a daily basis.

13.2 Parking shall be in the vicinity of the jobsite.

14. OCCUPANCY OF PREMISES. The buildings will be occupied during SOW. Occupancy notifications will be posted in a prominent location in the work area.

15. ENVIRONMENTAL, SAFETY AND OCCUPATIONAL HEALTH. The contractor is solely responsible for compliance with federal, state, and local laws, the Occupational, Safety and Health Act (public Law 91-596) and the resulting standards, OSHA Standards 29 CFR 1910 and 1926, as applicable and the protection of their employees. Additionally, the contractor is responsible for the safety and health of all sub-contractor employees. The Government shall assume no liability or responsibility for the contractor’s compliance or non-compliance with such requirements. The contractor shall furnish to each of his/her employees a place of employment, which is free from recognized hazards. The contractor shall brief his/her employees on the safety requirements of this contract and on hazards associated with prescribed tasks. In addition, the contractor is required to flow down the safety requirement/specification to all sub- contractors.

16. PROTECTION. The contractor shall take precautions to prevent damage to Government property.

The contractor shall replace damaged items at no additional cost to the Government.

17. CONDUCT REQUIREMENTS.

17.1 Smoking. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in installation facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.

17.2 Joint Base San Antonio (JBSA) Traffic Code. All applicable Traffic Codes will be enforced and apply to all personnel operating vehicles on a JBSA installation. The governing instruction for all Traffic Codes is AFI 31- 218(I) and AFMAN 31-116.

17.3 Cell Phone Usage. Contractors are advised that DoD Instruction (DoDI) 6055.04 prohibits cellular telephone usage when approaching, entering, or exiting any installation gate. Cell phone usage by drivers on installations is prohibited in moving vehicles unless used with a hands-free device. The installation Security Forces Squadron (SFS) is strictly enforcing this regulation. Those found in violation of this regulation are subject to be ticketed.

17.4 Base Fire Prevention Program. The contractor shall comply with the applicable Fire Prevention Program for JBSA. The applicable directive is AFI 91-203. AFI 91-203 is available at the AF E- Publishing site at http://www.e-publishing.af.mil.

17.5 The contractor shall ensure that its employees conduct themselves in a professional manner while on the installation and refrain from disruptive, offensive, or otherwise improper behavior that undermines order and discipline. The CO may direct the contractor to remove any contractor employee engaging in such misconduct.

17.6 Physical Security. The contractor shall comply with Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all Government property, including controlled forms, provided for contractor use. At the close of each work period, Government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

17.7 Key Control. The contractor shall safeguard all keys issued by the Government and ensure they are used only by authorized contractor personnel. The contractor shall not duplicate issued keys and shall report lost keys to the COR immediately. The contractor will be charged for lost keys, re- keying, and lock replacement as applicable.

17.8 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately- owned vehicle while on JBSA.

17.9 The contractor shall not use Government facilities or other Government property for personal use or other business not related to this contract.

18. OTHER

18.1 SPECIAL QUALIFICATIONS. The contractor shall be licensed or certified by the equipment manufacturer/dealer/distributer to perform installation of the door locking system. The contractor shall provide proof to the COR or the CO upon request.

18.2 RECORDS MANAGEMENT. The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in Air Force Instruction (AFI) 33 - 322, Records Management Program, paragraph 10 and Air Force Manual (AFMAN) 33-363.

18.3 AIR FORCE ANTITERRORISM (AT) PROGRAM

The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.18 and 2.25, DOD contractors and sub-contractor personnel shall be offered Level 1 - AT Awareness Training. AT Awareness Training may be accomplished by either a Level I -qualified instructor, or by completing the "Force Protection" computer based training (CBT) course on the Advanced Distributed Learning System (ADLS) https://golearn.csd.disa.mil/kc/login/login.asp or at https://jkodirect.jten.mil for individuals without access to NIPR, possessing a CAC card, nor enrolled in DEERS. The contracting officer’s representative will monitor compliance with the training.
