About this file
This is a Statement of Work (SOW) for the 2026 Sequoia National Forest Toilet Installation Project issued by the US Department of Agriculture. The project involves the removal and replacement of twenty-six (26) pre-cast concrete vault toilet buildings and removal of five (5) vault toilet buildings without replacement across sixteen (16) sites located on the Sequoia National Forest on the Hume Lake and Western Divide ranger districts. Work includes prefabrication, on-site delivery, offloading, placement, assembly, and complete installation of new precast concrete vault toilets, with site work and earthwork required for installation. The contractor must also pump out, clean, and remove existing vaults and toilets while minimizing over-excavation and damage to adjacent improvements and vegetation. The estimated start date is August 1, 2026, with 120 calendar days required for completion, including manufacturing lead time for fabrication, weather delays, and material procurement. All roads to the sixteen campground and trailhead sites are reasonably accessible by passenger vehicles.
The contractor must provide all equipment, supplies, transportation, labor, and supervision necessary to complete the project, including crane services for offloading and setting vaults and toilet buildings. Key contractor responsibilities include installing sediment control devices before excavation commences, removing and disposing of all excavated dirt, securing trash and loose materials daily, providing bear-proof trash receptacles, inspecting equipment for weeds and fire plan compliance, maintaining security of tools and equipment, and ensuring all motorized equipment has key locks when not in use. The contractor must notify the Contracting Officer's Representative (COR) a minimum of two weeks prior to toilet building delivery and comply with fire plans, weather restrictions, and archaeological artifact protocols. Work restrictions prohibit pets on site, and the contractor is responsible for proper disposal of all construction debris off National Forest Land. Security requirements, data rights, Section 508 accessibility standards, and attachments are noted as "NONE."

Project
2026 SEQUOIA NATIONAL FOREST TOILET INSTALLATION PROJECT
General Information
1.0 Scope of Work
This project involves the removal and replacement of twenty-six (26) pre-cast concrete vault toilet buildings and also the removal of five (5) vault toilet buildings without replacement. The work consists of prefabrication, on-site delivery, off-loading, placement, assembly, and complete installation of new precast concrete vault toilets. Site work and earthwork is included for the installation of new toilets. When removing old vault toilets, Contractor shall pump out, clean, and remove the existing vault and toilet; and minimize over excavation and damage to adjacent improvements and vegetation. The new toilet shall be installed in the location of the existing toilet after removal, or as shown on the plans. The new toilet shall be installed in the approximate location of the old toilet, as approved by the government on site.
2.0 Background
Sequoia National Forest would like to maintain safe toilet building conditions for the public and employees through the forest. This work is essential to the recreational and public health and safety aspects of the mission. The vault toilet buildings being replaced are old vault toilets that have exceeded their life expectancy. The vault toilets being replaced are much harder to keep sanitary and safe for the public than the new concrete style vault toilets we are replacing them with. The newer concrete vault toilets are much more resistant to fire than the older vault toilets. Some vault toilet locations are also being moved to more appropriate spots for the current conditions of the respected campground or trail head.
