About this file
This Statement of Work (SOW) details the requirement for installing, operating, and maintaining two self-contained weather stations at Coast Guard Base Kodiak, Alaska. The project involves placing weather stations at specific locations: one on a fuel pier mooring dolphin and another on one of five free-standing piles between the cargo pier and shore. Each station must be capable of measuring and reporting wind speed/direction, gust speed/direction, air temperature, air pressure, humidity, and dewpoint, with precise performance specifications including measurement ranges, accuracies, and environmental protection ratings (IP66 and IP68).
The contract requires real-time data reporting via internet and AIS transmissions, with data to be maintained in .csv format for two years. The initial performance period is through Calendar Year 2025, with the contractor expected to propose costs for operations from 2026-2030. Contractors must have a minimum of five years' experience installing weather stations in Alaska's harsh marine environments. The work must be completed within 30 days after Notice to Proceed, with emergency repairs required within 72 hours of reported failure. The solicitation is seeking a firm-fixed price quote, with technical and delivery schedule considerations weighted more heavily than price in the evaluation.

c. Air temperature (°F)
d. Air pressure (mb)
e. Humidity (%)
f. Dewpoint (°F)
4. Each weather station shall provide its own power and connectivity.
5. Each weather station shall meet the following performance characteristics:

b. Wind Direction: Resolution 1°F; Accuracy <77kts +/-3°
c. Air Temperature: -40°F to 158°F
d. Relative Humidity: Accuracy +/-2% across full range
e. Barometric Pressure: 300-1250hPa; Resolution 0.1hPa
f. Environmental Protection: Rated IP66 and IP68
g. Operating Temperature: -22°F to 158°F
6. Each weather station shall report all data captured in real time via the internet to include:
a. Numerical Data Summary
b. Line Chart showing Wind Speed and Gust Speed over the past 24 hours.
c. Polar Chart showing wind direction over the last 24 hours.
