About this file

This document is an Amendment to Solicitation 31140PR250000133 for the United States Coast Guard (USCG) Base Kodiak Weather Stations procurement. The amendment provides a questions and responses document addressing six key inquiries from potential contractors. Key details include the requirement to install two self-contained weather stations on Nymans Peninsula at Coast Guard Base Kodiak within 30 days of award, with a base year of operation and maintenance services from July 1, 2025 through June 30, 2026.

The solicitation includes specific technical requirements, such as precise relative humidity accuracy for Kodiak's environment and equipment mounting instructions. The contract structure includes six Contract Line Item Numbers (CLINs): one for initial installation and five optional one-year operation and maintenance periods potentially extending the contract through June 30, 2030. The procurement will be awarded on a best value basis, with technical and delivery schedule considerations prioritized over price. Quotes are due by May 23, 2025, at 1:00 p.m. Alaska time, with questions accepted until May 13, 2025.

Question or Comment Number Question/Comment USCG Response

Can the tower on the left photo SOW 1.a be used to mount equipment? If so, can you provide the dimensions of the tower? Where can the equipment be placed if the tower cannot be used?

The tower cannot be used to mount any euipment. We don't have a good assessment of its condition. Instruments need to be mounted on the mooring dolphin structure. Support equipment (power, solar, etc.) can be mounted on the catwalk, but must be secured against the elements.

We need the drawings or dimensions of the pillar in photo SOW 1.b.

Your contribution in this matter is vital. The pile is steel, approximately 18-24" diameter.

We are considering adding a radar level sensor to capture real-time water level and tidal data. Your input on this significant addition would be greatly appreciated.

Water level and tidal data are not required, and would not be considered added value for this requirement.

Please outline the Period of Performance. Can you explain the notice to proceed from the delivery date?

The weather stations must be installed within 30 days of award. A Notice to Proceed will be issued at the time of award. Operation and maintance services will be required beginning 1 Jul 2025 through 30 Jun 2026 for the base year.

5 What is the expected delivery date?

The weather stations must be installed within 30 days of award. A Notice to Proceed will be issued at the time of award.

Is a relative humidty accuracy range of ±2% RH (10–90% RH) and ±3% RH (0-100% RH) acceptable?

Kodiak's environment requires Relative Humidity accuracy as defined in the scope of work.

Deviations from this accuracy will not be considered technically acceptable.
