Gutter Cleaning and Maintenance Services VA New Jersey Healthcare System (VANJHCS)
A. BACKGROUND:
Lyons VAMC Is a 306 acre campus built in the early1920’s with over 30 major buildings and a few smaller outbuildings. East Orange VAMC is located on 3 acres with a high-rise building of 13 floors and 12 outbuildings.
B. SCOPE:
The Contractor shall provide all labor, appropriate equipment, material and tools necessary to perform semiannual cleaning and maintenance of building gutters, downspouts and roof drains as required throughout the VANJHCS. This service is required to maintain Life Safety Survey Requirements.
C. PLACE OF PERFORMANCE:
East Orange VAMC located at 385 Tremont Avenue East Orange, NJ 07018-1095
• Buildings 2, 5a,15,16,17,18.
Lyons VAMC located at 151 Knollcroft Lyons, NJ 07939
• Buildings 1 through 11, 13, 15, 16, 53, 54, 57, 143, 135, all flat roofs, drains on all buildings and Housekeeping Quarters Buildings 19, 25 and 26.
D. PERIOD OF PERFORMANCE:
The contract period of performance is a 5-year ordering period; 11/03/2025-11/02/2030. All tasks and deliverables for this contract must be completed within the months of April and November.
Task Year 1: 11/03/2025 – 11/02/2026 Task Year 2: 11/03/2026 – 11/02/2027 Task Year 3: 11/03/2027 – 11/02/2028 Task Year 4: 11/03/2028– 11/02/2029 Task Year 5: 11/03/2029 – 11/02/2030
Hours of work are to be between 7:00AM – 4:30PM on normal workdays. Work on Federal Holidays are excluded from this contract. Contractor cannot work outside of these hours or during federal holidays without prior approval from the COR. The Contractor shall coordinate work hours with the COR.
E. CONTRACT TYPE:
Firm fixed-priced.
F. SITE VISIT: (date and time to be determined- refer to solicitation) A site visit is REQUIRED to determine the actual number of gutters and down spouts to be cleaned. The Contractor shall be responsible for verifying all measurements prior to ordering materials.
G. REQUIREMENTS:
The contractor shall provide all supervision, management, tools, supplies, materials, equipment, transportation, and labor in accomplishing the work under this contract.
The contractor shall follow all the Veterans Administrations, State, Federal, OSHA rules and safety regulations. Contractor must follow all safety precautions and protocol when operating any equipment and wear appropriate personal protective equipment
All workers will be experienced, and safety qualified with a valid OSHA 30-hour safety card.
Contractor is responsible for all reports required or requested by Federal, State and Local ordinances that pertain to any duties contained in the contract. Without additional expense to the Government, all Contractors’ shall obtain all licenses, and permits required to perform work under this contract.
Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to any contractor’s representative, or others, as well as for any damage to any personal or public property that occurs during the performance of this contract that is caused by the Contractor’s fault or negligence. All damage done by the Contractor shall become the Contractor’s responsibility.
Contractor to ensure that all vehicles, tools, and equipment are secure at all times while on the facility.
H. WORK TO BE PERFORMED (DELIVERABLES):
Under this contract, the contractor shall complete the following tasks and requirements:
Contractor shall clean, flush and inspect all gutters, drains, and leaders on each building ensuring a clog free system.
Contractor shall notate areas needing repairs and/or replacement of gutters or downspouts and report findings to the Contracting Officer Representative (COR).
When directed by the government the vendor shall perform repairs. The vendor shall perform the repairs after an itemized quote is submitted to the VA and approved by the Contract officer
(CO).
Contractor shall make any needed repairs, including but not limited to: drains leaders, gutters, downspout brackets, gutter hangers, broken straps, caulk leaking seams, and ensure all associated materials replicate the existing style currently in place.
Contractor shall be responsible for the removal and disposal of the old gutter system and all associated hardware.
Contractor shall be responsible for the cleanup and removal of all debris related to the work performed.
Contractor shall provide a two-year warranty for all work.
I. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION:
The COR or Facility Manager will designate a Contractor Staging Area. No government property or equipment will be furnished to the contractor.
J. SECURITY:
Access to VA system or VA sensitive information is not required. The C&A requirements do not apply, and a Security Accreditation Package is not required.
K. KEY PERSONNEL:
All work shall be performed by competent personnel, experienced and qualified to work on the required equipment. All workers will be experienced, and safety qualified with a valid 30-hour safety card. The Contractor is required to provide a list of personnel and their qualifications, to include a contract manager that will supervise the performance of this contract
All contractor personnel working on site shall wear a shirt or outer garment that identifies them as a contractor employee. All contractor vehicles, including trailers, will be clearly identified with the contractor’s name.
L. CERTIFICATION:
Contractor shall provide certification as required by the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO)
Contractor shall provide a valid 30-hour safety card.
M. QUALITY ASSURANCE REQUIREMENT:
The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.
The COR is responsible for ensuring that work done under this contract is performed on time and to industry standards. The Contractor and COR will work together to resolve deficiencies.
Work not completed or not acceptable under general industry standards cannot be certified for payment.
