About this file
This Statement of Work (SOW) details the U.S. Embassy in New Delhi's requirements for upgrading the existing wireless fire detection and alarm system to a hardwired system at the Commissary and associated office spaces. The project involves a one-for-one replacement of existing devices, converting the system to meet NFPA 72 standards, with new addressable multi-criteria smoke detectors, heat detectors, manual fire alarm boxes, and notification appliances.
Key technical requirements include installing an analog-addressable and network-capable fire alarm control panel with optical fiber communications, secondary battery power supply, and remote panels at three locations. The contractor must provide shop drawings, submit a safety plan, and follow extensive safety protocols. The project is estimated to take 3 weeks, with a pre-proposal site visit scheduled for May 29, 2025, and quotations due by June 9, 2025. The U.S. Government intends to award to the responsible company submitting the lowest-priced acceptable offer, with work to be completed according to strict technical specifications and safety standards.

Commissary and associated office space
SYNOPSIS
The Embassy of the United States of America is procuring replacement of existing wireless fire detection / alarm system with hard wired fire detection/alarm system by a qualified company specialized in that work.
Commissary is a single-story building with warehouse, retail space, office space and a small pre-school. There are few offices in the adjoining building which are also part of this system and are to be upgraded under this contract.
Intent of this project is to replace the devices one for one and to provide infrastructure to convert them from wireless to hard-wired based on NFPA 72. All devices to be hard wired and connected to a slave panel in building as well as to the existing master panel in the Enclave Plant Room.
GENERAL REQUIREMENTS
The contractor will be responsible for technically qualified labor, specialized materials and associated tools/equipment required to carry out all works, unless stated otherwise in other section(s) of this SOW.
The contractor is to prepare and submit a quote formulated from this scope of work and walkthrough of location.
The contractor is to provide a work schedule as part of the project submittal requirement after contract award. Schedule is to conform to the contract required duration.
The contractor is to submit as part of the submittals a safety and quality control plan for the project for review and approval.
Contractor quote shall accompany cut sheets for the devices (detectors, pull stations, annunciators, etc) and slave panel for evaluation purposes. Contractor quote shall also mention that the proposed materials are the latest and available within a reasonable time as and when required.
The contractor shall be responsible for wiring required to provide an addressable system wiring requirement for entire location comprising of the Commissary and adjoining office spaces.
All material and work statements need to be approved by Subject Matter Experts
(SMEs) in US.
The contractor must abide by all necessary safety requirements and standards during the construction. Specific safety requirements for this work would be proper PPE per work requirement and work at heights greater than 1.5m. Nonconformance to proper safety requirements may lead to project suspension and possibly cancellation. The U.S
Government is not liable for injuries or provision of required safety equipment.
The contractor shall provide 48 hours in advance a request for access of staff, providing full names, type of vehicles with plate numbers, intended to access the compounds and any material delivery intended to be brought into the compound.
Work hours for this project will be typical U.S. Embassy business hours of 08.30 hours to 17.00 hours, Monday to Friday. Additional workdays or hours may be requested but must be pre-approved by the COR and must be requested a minimum of 48hrs in advance from the contractor. USG will not be responsible for any downtime of effects to the project schedule as may arise due to contractor noncompliance with this notification requirement.
All installations shall be in accordance with the National Fire Protection Association
(NFPA) 72, National Electric Code and National Fire Alarm Code requirements
The contractor is responsible for removal of all debris arising from the construction and disposal of said offsite material at an approved site.
The contractor shall provide the organization chart proposed for this project and qualification of all in that org chart.
The contractor must go through Section–J of the contract and abide by the requirements.
PROJECT REQUIREMENTS
The Contractor must prepare shop drawings of the existing and proposed system and device locations for reference and approval by COR. USG has a drawing which shows the location of the existing detectors which can be provided to the vendor who gets the award but must be verified at vendors end.
The scope is a one-for-one replacement of devices. If there are additional devices required to meet NFPA 72 requirements (and not specifically required by other parts of the SoW), they will be included through a negotiated modification. Proposed shop drawings shall be made based on entire new wiring and location of the detectors (with any change due to reference of NFPA 72) to the master and slave panels (one in the sales area and one in the office area – locations to be shown at the time of walk through).
No work shall start without approved shop drawings and work schedule.
Contractors will be shared with drawings as available with USG.
Actual measurements and verification of conformance of the design is the responsibility of the contractor.
Contractor shall prepare a tentative BOQ based on their design proposal and submit along with their quote for understanding of the evaluator about the design concept and devises used.
