Statement of Requirements (Draft) 42d Security Forces Squadron Cooling Vests
1.0 PURPOSE. The 42d Security Forces Squadron (SFS) requires cooling vests to enhance operational effectiveness and protect personnel from extreme heat conditions in Alabama’s hot and humid summers. Security Forces members wear extensive gear, including body armor and duty belts, which trap heat and increase the risk of heat-related illnesses such as dehydration, heat exhaustion, and heat stroke. With summer temperatures frequently exceeding 90°F and heat indices often surpassing 100°F, personnel conducting entry control, patrols, and emergency responses face significant thermal stress. Cooling vests designed to be worn discreetly under uniforms, providing at least three hours of cooling, will help regulate core body temperature, prevent fatigue, and maintain peak cognitive and physical performance. These vests are lightweight and non-restrictive, ensuring personnel can perform their duties without compromising mobility or effectiveness. The procurement of cooling vests is critical to sustaining operational readiness and ensuring mission success. If acquired, these vests will improve endurance, response times, and overall job performance, reducing the likelihood of heat-related medical incidents and improving force protection capabilities. Without them, Security Forces personnel will continue to face excessive heat exposure, leading to increased risk of incapacitation, slower response times, and potential mission failure. The investment in cooling vests is essential to maintaining base security, safeguarding personnel, and ensuring the 42 SFS remains fully capable of executing its mission in extreme environmental conditions.
