About this file

This Statement of Requirement (SOR) details the Air Force Mortuary Affairs Office (AFMAO) at Dover AFB's need for a Mobile Embalming Unit (MEU) with comprehensive specifications. The MEU must be a highly durable, fully equipped embalming lab contained in 20 high-cube stackable ocean containers, capable of independently conducting up to four embalming procedures in field environments without public utilities. Key requirements include redundant mechanical systems for fuel, water, and power storage, OSHA and DOD safety compliance with ventilation and emergency equipment, and the ability to operate in austere hot and cold environments.

The unit must provide military personnel with a self-contained embalming facility that can process multiple cases before requiring refilling/emptying, with features like RPZ backflow devices, Carbon Monoxide and smoke detectors, and a sophisticated DST Prep-Air ventilation system. The containers are designed for flexible transport via military and civilian air and ground assets, built with robust materials to withstand harsh conditions, and include security features to ensure discreteness and dignity. The equipment is intended to be user-friendly, requiring only brief training for military personnel to efficiently operate and maintain in field conditions.

Statement of Requirement- Mobile Embalming Unit (MEU)

AFMAO at Dover AFB needs a mobile embalming unit (MEU) with the following salient characteristics:

The MEU shall be highly durable, a fully equipped embalming lab, including water controls, embalming machine, table, emergency equipment, and storage areas for embalming fluids.

Military personnel can independently conduct up to four (4) embalming procedures safely, efficiently, and comfortably in field environments without public use of water or electrical services, while never depleting the on-board water supply and waste-water storage capacity.

Multi-Case Embalming Capacity:

Personnel can safely and efficiently embalm and dress up to 4 cases within the labs, before depleting the on-board water supply and waste-water storage capacity.

Redundant Mechanical Systems:

All fuel, water, and power is stored or generated within the unit to allow for 3-4 cases before refilling/emptying is needed. Alternate connections allow for plugging into municipal power, water and sewer when available. The containers incorporate RPZ backflow devices to prevent municipal water supply contamination.

Ventilation and Safety Compliance:

Equipment meets or exceeds OSHA and DOD safety requirements for ventilation, emergency showers, eyewashes etc. Carbon Monoxide detectors, smoke detectors, and portable _re extinguishers are accessible to personnel. A sophisticated DST Prep-Air ventilation system ensures the removal of fumes and airborne contaminants, while ensuring continuous personnel heat and cooling comfort.

Easy Transport & Setup

20 High-cube stackable ocean containers that are designed with standard logistics features to allow transport via Military AND civilian air and ground assets. The units can be deployed in hot and cold austere environments, providing the Mortuary Affairs team flexibility and adaptability to different military and federal emergency response operations.

Secure and Durable

The container is built with robust materials to withstand harsh environmental conditions.

Includes security features to afford discreetness, safeguard supplies, belongings, and the ensure dignity of the deceased during use. Equipment comes with intuitive user interfaces

& controls. Military personnel only need brief training to efficiently operate and maintain the unit in the field.
