About this file

This Statement of Objectives (SOO) details the replacement of projectors for the Wing Operation Center Common Operating Picture Displays at Malmstrom Air Force Base, Montana. The project requires installing two new ceiling-mounted projectors behind desk #19, with specific technical requirements including high-definition image quality (1080p or better), 10K lumens brightness, keystone correction capabilities, and compatibility with existing system components. The projectors must cover a 30'x9.53' composite image, support multiple input types (VGA, HDMI, DVI-D, IP), and provide four 4K inputs into a single quad display.

The contract specifies a 30-day completion timeline from award, with the contractor responsible for full installation, integration, and training. Key requirements include using existing anti-vibration mounts, ensuring network and security standards compliance, and providing a minimum 5-year warranty. The system involves 20 Crestron DM-NVX-E30 video encoders and 8 Crestron DM-NVX-350 encoder/decoder units, enabling complex video routing and display capabilities across 19 potential video feed sources. The installation will occur in 77th St. N., Bldg. 500 Room 127, with the contractor required to pass a basic background check and handle all shipping, installation, and waste disposal.

Statement of Objectives Wing Operation Center Common Operating Picture Displays

Dated: 11 August 2025

PART I - NIPR

I. Overview:

The contractor will replace the current projectors (2) that are installed from the ceiling behind desk #19 as shown in diagram 1.

Diagram 1 – Desk Layout

II. Objectives:

Unplug cabling from previous projectors and remove the projectors from the mounts. Install two new projectors where mounts are located and attach cabling. Conduct a full system function check to ensure operability. Provide in-depth training to assigned personnel on system capabilities, troubleshooting and overall familiarization. The procured projectors shall be compatible with the existing operating components. Provide removed equipment to end user for proper accountability and disposal.

a. Projector Requirements. Image quality must be high definition or better (i.e. 1080p or greater). Display system must be able to be user maintainable/plug and play to the greatest extent possible. Displays need to be designed to operate 24 hours a day and 7 days a week without experiencing degradation to the system. The entire system should be designed to be modularly replaceable but not requiring replacement for as much time as possible. Longevity of the system should be a high priority for the proposed solution. Projectors shall be ceiling mounted. Projectors must be attached to the antivibration mounts that are currently installed (MICEO Adj Projector Mount, MODEL JR3XL) due to HVAC vibrations or a ceiling mount of equal vibration protection shall be provided and installed in the contract.

Device must NOT contain wireless signal capability and must be on the Approved Product List (https://aplits.disa.mil/).

Projectors need to be able to project onto the current display wall, which is angled at

9.58 degrees inward (where the bottom of the wall is farther away than the top of the wall), without distorting the image. Proposed projector solutions must be able to do keystone correction to account for the angle in the wall and/or offset of projector’s mounted position. Projectors need to be able to have a brightness sufficient for low ambient light and be adjustable to increase their brightness. Projectors must be at least 10K lumens. Projector solutions must be designed to operate without replacement for as long as possible. Solutions must incorporate planning factors to minimize cost and time in the event of needing replacement.

Projectors will cover a composite image of 30’x9.53’ with an area coverage of each projector at 140ft2. Projectors will need to be compatible with the NP18ZL-4K zoom lens installed on current projectors. The distance from the projector to the video wall is approximately 27ft.

Input types should include but not be limited to VGA, SVGA, HDMI, DVI-D, and IP.

Preferably at least 2 display ports, 2 HDMI ports, and 1 USB port. Each projector must provide four 4K inputs into a single quad display.

III. Video:

a. Encoding. The room is equipped with 19 desks, all of which can potentially generate video feeds. In addition, there is a feed from a TV. Accordingly, 20 Crestron DM-NVX-E30 video encoders are fitted at each location to encode the video into fully encrypted 4K JPG2000 steams. All units are connected to a network switch with a single cat5 cable.

b. Decoding. Eight Crestron DM-NVX-350 encoder/decoder units are mounted alongside the projectors. These decode any video stream routed from the encoders described in the previous section. These units have a built-in video wall decoder/scaler which allows them to pick out a rectangular portion from an incoming video stream and pass it onto a display channel, stretching/ shrinking as needed. Using this capability, along with the system software provided, allows up to eight simultaneous images to be shown from the nineteen possible sources.

Each source can be allocated to one of 24 possible 'tiles' shown above. This selection is then displayed as the top layer of the video display, hiding any overlapping material. Deleting this selection will again expose the underlying material. An example of the type of composite display that can be achieved is shown at the bottom of diagram 2.

IV. Deliverables:

a. Contractor shall provide a detailed schedule showing the critical path from award to installation of fully operational system. This includes an estimation of delivery and installation time following award of the contract as well as contingencies in the event of FPCON or HPCON changes.

b. Include all owner’s manuals / specifications / warranty documents along with complete, as built, drawings to Air Force. PDF is preferable.

c. Contractor is to provide/furnish all labor, materials, equipment, and supervision necessary to complete the project within 30 days of contract award.

V. Installation:

a. All installation will be performed in accordance with the approved design.

b. Any technical integration must be coordinated with government representatives. All technical solutions must meet Air Force and DoD network, telecommunications, and security standards.

c. The contractor shall integrate and conceal all cabling used for the display system solution.

d. The contractor shall verify all site measurements prior to implementation.

e. The contractor shall be performing work in a controlled area. The contractor and personnel will be escorted at all times.

f. Desk 9, Desk 10, and Desk 19 controller positions, shown in Diagram 3 below, are equipped with Crestron TSW-1060 touch panels. These three desks are management positions and must be able to use their touch panel to select which scene is to be used and which desk feed is to be allocated to a channel. This equipment is already installed and must continue to be capable of displaying the feed from the existing distribution box.

g. The contractor shall remove all debris from packaging and handle the proper disposal of their waste containers daily. The contractor shall repair any damage caused by installers to the facility should damages occur.

VI. Shipping:

a. The contractor shall factor into their quote the cost of shipping the equipment or materials and installing the system in 77th St. N., Bldg. 500 Room 127, Malmstrom AFB, Montana 59405.

b. The facility does not have a dock that can be used to unload equipment or materials.

c. The installation agency must be able to gain access to the installation by passing a basic background check.

VII. Warranty of Components & Maintenance:

a. Contractor shall provide a detailed synopsis of the warranty this includes but is not limited to the components, structure and cabling.

b. System will have a minimum of a 5-year warranty included in the quote and must also provide an option quote for an extended service contract to cover items like adjustments, software updates, and troubleshooting, to ensure sustainment of the system.

c. The contractor shall provide a process for maintenance once the system is operational.
