Statement of Objectives Summary
This is a Statement of Objectives (SOO) for pre-deployment Full Mission Profile (FMP) training to be provided to the 38th Rescue Squadron (RQS). The training will serve 24 personnel (20 students and 4 evaluators) over five consecutive days, July 27-31, 2026, at a contractor-proposed facility located within a 9-hour drive of Moody Air Force Base. Training days may utilize unlimited working hours provided aircrew duty days do not exceed 12 hours when flight operations are involved.
The contractor must deliver five core performance objectives: (1) Advanced Tactical and Combat Clearance Proficiency, including Close Quarters Battle (CQB), Low Visibility operations, Ground Assault Force operations, react-to-contact procedures, Hostage Rescue, and Personnel Recovery in urban and contested domains; (2) Medical and Trauma Interventions including comprehensive anatomy and physiology training using cadavers and AAALAC-compliant live tissue models, advanced surgical procedures (cricothyrotomy, needle/tube thoracotomy, digital thoracotomy, escharotomy), modernized Tactical Combat Casualty Care (TCCC), updated K-9 medical protocols, and oversight from qualified medical professionals; (3) Complex Rescue, Technical Rope, and Extrication Operations including High Angle/Technical Rope Rescues, complex extrications using Pararescue tools and Jaws of Life, structural collapse scenarios with environmental hazards, and heavy lift recovery; (4) Full Mission Profile Execution and Logistics with comprehensive mission planning, CASEVAC support, White Cell scenario control, active Opposing Force (OPFOR), role-player casualties, scenario vehicles, and M4 UTM simunition bolts and Glock simunition pistols; and (5) Premier Training Ecosystem and Facility Management providing a secure, climate-controlled indoor industrial training facility of vast scale capable of day/night operations with dedicated spaces for mission planning, debriefing, gear storage, gymnasium, secure M4 rifle storage, and high-fidelity helicopter simulation platforms with NVG-compatible lighting.
Operating constraints require 100% compliance with Federal, State, local, and Moody AFB laws and regulations including AFTTP 3-3 Guardian Angel and the Pararescue Medical Operations Handbook. Instructors must possess verified Guardian Angel or JSOC operational experience, with non-GA instructors being verifiable subject matter experts in Pararescue and updated JSOC CQC TTPs. Live tissue vendors must maintain current AAALAC accreditation and be listed on the Department of the Air Force Approved Vendors List for Live Tissue Training. The Government will provide all life-rated Technical Rescue equipment (ropes, carabiners, Prusiks, ATCs, GriGris). The contractor is responsible for providing all non-life-rated tools (grinders, saws, lift bags), course supplies, medical scenario resupplies, extrication equipment, scenario weapons and ammunition, facility infrastructure, and all logistics and support personnel.

STATEMENT OF OBJECTIVES (SOO)
38TH RESCUE SQUADRON (RQS)
PRE-DEPLOYMENT FULL MISSION PROFILE (FMP) TRAINING
1. PURPOSE
The 38th Rescue Squadron (RQS) seeks to acquire highly realistic, immersive, and comprehensive pre-deployment Full Mission Profile (FMP) training. The objective is to validate and enhance the combat readiness, advanced medical proficiencies, and specialized rescue capabilities of 24 personnel (20 students and 4 evaluators) in preparation for future operational taskings.
2. SCOPE
The contractor shall propose an optimal training solution and environment that encompasses a comprehensive 5-day continuous training plan. The training must seamlessly integrate but not limited to Combat Clearance training, Anatomy and Physiology training, live and fresh tissue training, scenarios including Mission Planning, Casualty Evacuation (CASEVAC), Technical Rope Rescue, Extrication, K-9 medicine, Low Visibility operations, Personnel Recovery, Hostage Rescue and complete Confined Space and Structural Collapse, Pre Hospital Trauma Life Support or Tactical Combat Casualty Care training.
3. PERIOD AND PLACE OF PERFORMANCE
• Period: Five (5) consecutive training days, 27-31 July 2026 (Monday through Friday, excluding weekends). Training days may utilize unlimited working hours to achieve objectives, provided aircrew duty days do not exceed 12 hours when flight operations are involved.
• Location: The contractor’s proposed primary training facility must be geographically located within a 9-hour drive of Moody AFB.
4. PERFORMANCE OBJECTIVES
The contractor shall provide the facilities, specialized personnel, equipment, and logistical support necessary to achieve the following core objectives:
OBJECTIVE 1: ADVANCED TACTICAL AND COMBAT CLEARANCE PROFICIENCY
Ensure 38 RQS personnel achieve proficiency in modern combat clearance and tactical operations.
• Conduct specialized training in Close Quarters Battle (CQB) and Combat Clearance in accordance with updated Joint Special Operations Command (JSOC) Tactics, Techniques, and Procedures (TTPs).
• Successfully execute scenarios requiring Low Visibility operations, Ground Assault Force (GAF) operations, patrolling with react-to-contact, and Hostage Rescue.
• Operate seamlessly in urban environments, executing "man down" drills and Personnel Recovery (PR) within both urban and contested domains.
OBJECTIVE 2: MEDICAL AND TRAUMA INTERVENTIONS
Enhance advanced medical intervention capabilities through high-fidelity, realistic training. All course supplies and scenario required medical resupplies shall be furnished by the contractor.
• Conduct comprehensive Anatomy, Physiology, and fresh/live tissue training utilizing cadavers and AAALAC-compliant live tissue models.
• In addition to AAALAC requirements the contractor shall ensure that all Live Tissue Training (LTT) provided under this contract is facilitated and executed by an entity that is actively approved, revalidated, and listed on the official Department of the Air Force (DAF) Approved Vendors List for Live Tissue Training, or possesses direct, current, and verifiable authorization and support from the Department of the Air Force.
• Validate proficiency in advanced surgical procedures (e.g., cricothyrotomy, needle/tube thoracotomy, digital thoracotomy, escharotomy).
• Execute modernized Tactical Combat Casualty Care (TCCC) and updated K-9 medical protocols.
• Provide continuous feedback and instructional oversight from qualified medical professionals, including an emergency room physician or general surgeon.
OBJECTIVE 3: COMPLEX RESCUE, TECHNICAL ROPE, AND EXTRICATION OPERATIONS
Validate the team’s ability to conduct heavy rescue and recovery in hazardous, austere conditions. All life rated Technical Rescue equipment I.e. Ropes, Carabineers, Prusiks, ATC’s, GriGri’s, etc. will be provided by the Government.
• Execute High Angle/Technical Rope Rescues utilizing rappels, mechanical advantage raises, and high lines, facilitated by a dedicated, multi-level vertical structure of sufficient height and complexity to challenge and validate advanced technical rescue profiles.
• Perform complex extrications using standard Pararescue extrication tools, Jaws of Life, lift bags, and breaching equipment (provided by the Contractor).
• Navigate and conduct operations in structural collapse scenarios that feature environmental hazards (e.g., floodable areas, low-voltage active electricity) to simulate real-world chaos safely.
• Conduct heavy lift and sensitive item recovery in technical terrain.
