About this file
This Statement of Objectives (SOO) outlines a project for Space Systems Command to install HVAC cooling systems in three office space rooms (104, 105, and 106) within Building 402 at Kirtland Air Force Base. The project requires the contractor to install three 4.5-Ton Trane BCHE054 Blower Coil units, along with associated piping from the main chilled water lines and ductwork from the blower coils to the rooms. The current HVAC systems utilize an existing central chiller that serves eight buildings, but the targeted rooms experience temperatures exceeding 80 degrees Fahrenheit during summer months.
The project has a 90-day performance period from contract award, with the contractor responsible for providing all labor, materials, and performance to achieve sustained cooling. Key deliverables include a detailed Statement of Work (SOW), Gantt Chart, and materials list. The contractor must also manage project coordination, respond to government requests, integrate activities, and potentially work with facility escorts, as the building is currently occupied. The solicitation is associated with the Department of the Air Force Materiel Command Nuclear Weapons Center and is currently in the pre-solicitation stage under solicitation number FA9401-25-R-1002.

STATEMENT OF OBJECTIVES (SOO)
Project: HVAC for Bldg 402 Space Systems Command
1.0 Purpose: Space Systems Command (SSC) require HVAC cooling to rooms 104, 105, and
106 in building 402 at Kirtland Air Force Base (KAFB).
2.0 Scope or Mission: SSC requires the installation of three (3) 4.5-Ton Trane BCHE054 Blower Coil (or equal) to provide cooling to three (3) office space rooms. Additionally, all materials to include piping, from main chilled water lines in the mechanical room, and duct work from blower coils to the rooms will need to be installed by the contractor.
3.0 Period and Place of Performance: Period of performance is 90 Days from contract award. Place of performance will be at building 402 on KAFB.
4.0 Background: There is a current existing central chiller that provides cooled water to eight
(8) buildings. The current HVAC systems utilize this chiller for heat exchange. The three rooms that currently need the HVAC support listed in this SOO get too hot in the summer months (80+ degrees F) and thus better cooling support is needed.
5.0 Performance Objectives: The contractor shall provide all performance, labor, and materials in order to provide adequate sustained cooling for the three (3) office space rooms.
6.0 Deliverables / Schedule: The contractor is expected to provide a completed statement of work (SOW), Gantt Chart, and list of materials needed to complete the performance objectives. The SOW shall detail how the contractor will accomplish each portion of the Gantt chart.
7.0 Operating Constraints: The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractually driven requirements within timeframes requested by the Government for action. The contractor shall integrate and coordinate all activities needed to execute the requirement, to include resource allocation, corrective action plans, proposal submittals, timely identification of issues, and effective management of government approved and established vendors. The Contractor shall provide required on-site necessary resources and infrastructure to manage, perform, and administer the contract.
Escorts may be required for the completion of this project. The facility is currently occupied.
