About this file

This Statement of Need (SON) details a project for Light Cart Replacement at Kirtland AFB. The purpose is to provide in-house replacement for flightline light carts, mitigating current wait times of 45 minutes to 2 hours for equipment delivery. The project requires 21 power units with accessories and 7 solar panels, to be received by 15 September 2025 and placed into service no later than 30 days after receipt.

Key specifications include power banks with 1500 watts output, capable of sustaining 30 percent of maximum power for 8 hours, rechargeable via wall outlet and solar panels. The project will be evaluated over 180 days at the Kirtland AFB flightline, with performance objectives focusing on using aircraft maintenance unit tool accountability systems to track use-rate and equipment status. The replacement units are non-mechanical and can be rapidly swapped out when batteries die. The Project Point of Contact will coordinate with tool rooms to ensure units are incorporated into TCMax systems and appropriate inspections are completed.
