About this file
This Statement of Need outlines the urgent requirement for Naval Medical Center San Diego's Dermatology Department to procure an OEM Lumenis DeepFX Micro Scanner high-precision fractional CO2 laser attachment (Item #KT-1005860BE) to replace broken equipment. The brand-name item is mandatory due to its requirement for seamless compatibility with existing proprietary Lumenis equipment already installed and operational at the facility. The attachment is clinically essential for providing deep dermal penetration and is the standard of care for treating complex burn scars and trauma-induced hypertrophic scars in military populations. No alternate products or third-party attachments can safely interface with the existing hardware.
The procured equipment must be brand new in original OEM packaging, with no grey-market, used, or refurbished items permitted. Delivery is required to Naval Medical Center San Diego, 34800 Bob Wilson Drive, San Diego, CA 92134, with a required delivery date of on or before July 15, 2026. The Contractor must be an Authorized Reseller responsible for all shipping and logistics under FOB Destination terms, and must provide a minimum twelve-month comprehensive OEM warranty with full technical support directly from the manufacturer. The Defense Health Agency is the procuring agency. Failure to procure this attachment will result in the Dermatology Department's complete loss of targeted scar revision therapy capability, leading to higher TRICARE network referral costs, delayed rehabilitation for wounded service members, and degraded force readiness.
