About this file

This is a Statement of Need for the procurement of a specific medical device component. The Defense Health Agency, through Naval Medical Center San Diego's Dermatology Department, requires the immediate replacement of a broken OEM Lumenis DeepFX Micro Scanner (Item #KT-1005860BE), a high-precision fractional CO₂ laser attachment. The brand-name requirement is mandatory due to proprietary compatibility with existing Lumenis laser base units already installed at the facility; no alternate products or third-party attachments can safely interface with the current hardware. The attachment is clinically essential for providing deep dermal penetration and is the standard of care for treating complex burn scars and trauma-induced hypertrophic scars in military populations.

The procurement specifications require delivery of brand-new equipment in original OEM packaging to Naval Medical Center San Diego, 34800 Bob Wilson Drive, San Diego, CA 92134, on or before July 15, 2026, under FOB Destination terms with the contractor responsible for all shipping and logistics. The equipment must be covered by a minimum twelve-month comprehensive OEM warranty, and the contractor must be an Authorized Reseller guaranteeing full technical support directly from the manufacturer. The solicitation number is HT941026QE018. Failure to procure this attachment will eliminate the Dermatology Department's capability to perform targeted scar revision therapies, resulting in higher TRICARE network referral costs, delayed rehabilitation for wounded service members, and degraded force readiness.

STATEMENT OF NEED

Purchase Description / Technical Specifications This Statement of Need outlines the urgent requirement to procure the OEM Lumenis DeepFX Micro Scanner high-precision fractional (CO_2) laser attachment (Item #KT-1005860BE). This brand-name item is required to replace a broken attachment currently located at Naval Medical Center San Diego in the Dermatology Department. Procurement ensures continuity of advanced reconstructive and dermatological care for service members without introducing equipment incompatibility at Naval Medical Center San Diego, Dermatology Department.

General Scope

1.1 Background and Purpose

The Dermatology Department requires the immediate replacement of a broken Lumenis DeepFX Micro Scanner attachment. This high-precision fractional (CO_2) laser attachment is clinically essential for providing deep dermal penetration, which is the standard of care for treating complex burn scars and trauma-induced hypertrophic scars in military populations.

1.2 Brand name justification and Capability

· The brand name Lumenis DeepFX Micro Scanner laser attachment is explicitly required to ensure seamless compatibility with the existing medical laser base units currently in use.

· Because this item must integrate directly with the specific proprietary Lumenis equipment already installed and operational in the Dermatology Department, there are no alternate products or third-party attachments that can satisfy this requirement or safely interface with the existing hardware.

2. Salient Characteristics (Technical Specifications) The procured system must meet or exceed the following technical and functional performance parameters:
