About this file
This is a Statement of Need issued by the Department of the Air Force, Headquarters 55th Wing (ACC) at Offutt Air Force Base, Nebraska, dated February 27, 2026.
Offutt Fire and Emergency Services requires the purchase and installation of a non-resettable flow meter at the Fire Department Training Grounds to achieve compliance with the facility's Class II Air Operating Permit. Construction Permit #CP22-020 mandates that Unit 3-8 shall not combust more than 40,000 gallons of propane per any 12 consecutive calendar months, and requires installation of a non-resettable flow meter for propane fuel on the fuel supply lines with calibration according to manufacturer specifications or at least once per calendar year. Noncompliance could result in fines to Offutt AFB and loss of use of the Fire Department Aircraft Trainer, which would severely degrade operational capabilities.
The required flow meter must be non-resettable with totalizer functionality, compatible with 2½" Schedule 40 pipe, capable of calibration, rated for liquid propane, hazardous areas, and continual outside use. The scope of work includes installation on the distribution line from the propane tank to the fire department aircraft training tower, all required electrical hookups, provision of all tools, materials, equipment, permits, and necessary items to complete installation, and a site visit if required. Two potential placement areas are identified in accompanying photographs.
