About this file
This is a Statement of Need (SON) for a Firm Fixed-Price Purchase Order issued by the National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Disease (NIDDK) for acquisition of an ultrapure water purification system to support clinical mass spectrometry operations. The existing system is over 15 years old and non-functional, creating operational risk to high-value LC-MS instruments and analytical work. The required product is a Milli-Q IQ 7005 or equivalent integrated ultrapure water purification system capable of producing Type 1 water meeting manufacturer specifications. Critical specifications include mercury-free UV technology compliant with NIH Policy Manual Chapter 3033, a 25-liter storage tank with frame assembly, remote dispensing via Q-POD and E-POD units, 0.22 micrometer filtration, live TOC monitoring, water quality sensors, external solenoid valve, and an installation kit with all necessary components for startup.
Delivery shall occur within 60 days of order receipt at NIH NIDDK, Building 10 Room 9C110, 10 Center Drive, Bethesda, Maryland 20892, with inside delivery and setup included. The contractor must provide on-site operational training covering system operation, routine maintenance, filter replacement, and quality monitoring for up to five staff members during installation. Replacement cartridges and filters must be serviceable by the customer and available from multiple vendors. Desirable features include reduced water waste and electrical consumption, as well as field service support available by phone or on-site. Payment shall be made in one lump sum 30 days after delivery. The point of contact is Peter Walter at peter.walter@nih.gov.

STATEMENT OF NEED (SON)
1.0 TITLE
Acquisition of Milli-Q IQ 7005 Ultrapure Water Purification System or Equal
2.0 BACKGROUND
The National Institutes of Health (NIH), National Institutes of Diabetes and Digestive and Kidney Disease (NIDDK), The Clinical Mass Spectrometry relies on ultrapure Type 1 water for preparation of mobile phases, standards, blanks, and sample processing for high-resolution mass spectrometry analysis.
The existing water purification system is over fifteen (15) years old and is no longer functional.
Reliable access to ultrapure water is essential to:
- Maintain analytical accuracy and reproducibility
- Prevent contamination that can damage high-value LC-MS instruments
- Avoid instrument downtime and costly repairs
- Ensure compliance with validated analytical protocols
