About this file
This is a Technical Evaluation Criteria document for an Ultrapure Water Purification System procurement using a Best Value methodology. Offerors must meet all technical requirements without exception; failure to meet any requirement results in an Unacceptable rating, and award will be made to the proposal most advantageous to the Government.
The document establishes five evaluation categories with specific Acceptable/Unacceptable criteria: (1) System Specifications requires an integrated ultrapure water purification system equivalent to Milli-Q IQ 7005 that produces Type 1 ultrapure water, incorporates mercury-free UV technology compliant with NIH Policy Manual Chapter 3033, and demonstrates reduced water waste and electrical power consumption; (2) Components and Features must include a 25L storage tank with frame and top assembly, remote dispensing capabilities (Q-POD and E-POD units), all required connectors and tubing, 0.22 µm filtration, water monitoring components with sensors, live Total Organic Carbon (TOC) monitoring, and external solenoid valve with accessories; (3) Service and Support requires customer-serviceable cartridges and parts, replacement cartridges available from numerous vendors, and field service team availability by phone or in-house support; (4) Delivery and Installation must include inside delivery and setup within 60 days after order receipt, plus installation kit and all necessary commissioning components; and (5) Training must provide on-site operational training for up to five staff members covering system operation, routine maintenance, filter replacement, and quality monitoring.
