STATEMENT OF NEED FOR
14 SFS CARBON MONOXIDE DETECTION
15 AUG 2025
GENERAL - PART 1
This Statement of Need (SON) defines the requirements for a Carbon Monoxide (CO) Detection System for the 14th Security Forces Squadron (SFS) Combat Arms Training and Maintenance (CATM) indoor firing range at Columbus Air Force Base, MS. This system is critical to mitigate the risk of CO exposure to personnel during firearms training, ensuring their safety and maintaining uninterrupted training operations. The current range lacks a dedicated CO monitoring system, exposing personnel annually to potential CO hazards.
BACKGROUND AND NEED – PART II
The 14 SFS CATM conducts regular firearms training for security forces personnel. The discharge of firearms within the enclosed indoor range produces CO, a colorless, odorless, and highly toxic gas. Without a proper ventilation and monitoring system, CO can accumulate to dangerous levels, posing severe health risk to instructors and trainees. Symptoms of CO poisoning range from mild headaches and nausea to loss of consciousness and death. The implementation of a robust CO detection system is crucial to protect personnel and ensure the continuation of essential training activities. This system will provide real time monitoring and alerts and enable immediate evacuation and mitigating the risk of CO exposure.
PRODUCTS / TECHNICAL -PART III
The required CO detection system must be a 7-point system with central monitoring capabilities. The central monitoring system must provide a comprehensive overview of CO levels across the entire range and trigger audible and visual alarms in the event of dangerous CO concentrations. The system must meet or exceed the following specifications:
· System Components:
· 87 Digital / 12 Analog Inputs with 3 Relays, 10A SPDT, Dual 24VDC Outputs, and LCD Display
· Power Supply: 115VAC-60HZ, 6AMP with 4 Outlets at 24VDC
· Alert Beacon: Audible Horn and Blue Light Strobe Combo
· Fixed Gas Detector: Wall-mounted, 4-20mA with 2 Relays and 5A SPDT 12-24VAC/12-32VDC, 0-200PPM
· Module Bus Adapter: Signal Converter (4-20mA Analog to Digital)
· Calibration Kit: Tygon 2ft Cal Hood with 0.2LPM Regulator for CO Calibration Tests
· CO Cylinder: 17L 200PPM Bump Calibration Cylinder
· Quantity: 7 complete CO Detection Monitor Systems
Scope of Work - PART IV The contractor shall:
· Supply the specified CO Detection Monitor System.
· Deliver the system to Columbus Air Force Base, MS, Building 223, CATM Section Chief.
· Install and test the system to ensure proper functionality.
· Provide training to designated 14 SFS personnel on the system's operation and maintenance.
SCHEDULE – PART V
The contractor shall deliver/install as soon as possible to Columbus Air Force Base.
WARRANTY – PART VI
The contractor shall provide any OEM warranty and/or standard commercial warranty applicable to the products purchased at no cost. This shall apply to new equipment.
