About this file

This document is a set of questions and answers regarding a Carbon Monoxide Detection System solicitation. The one-time solicitation involves installing a 7-point CO sensor system with specific technical requirements, including a 0-200 PPM sensor, a controller with 8 analog inputs and relays, and calibration equipment. The project has a predicted 60-day performance period after contract award, with the awarded contractor responsible for providing all materials, including conduit, and installing a standalone system without integration with existing HVAC or fire alarm systems.

Key technical specifications include basic system training, standard OEM warranty, and minimal site access prerequisites involving photo ID, vehicle registration, and insurance. Contractors will undergo a criminal background check upon arrival at the military installation. The system requires specific calibration equipment, including a 1 LPM regulator, 3 ft Tygon tubing, and 100 PPM calibration gas. The agency confirmed that 8 inputs and relays will suffice for the system, and a 200 PPM sensor meets their requirements, potentially saving approximately $5,000 compared to a 250 PPM sensor.

Carbon Monoxide Detection System Questions

Responses are; Italicized

1. When is the start and completion date the agency is expecting for this project?

a. The period of performance of this contract is predicted to be 60 days after receipt of the award. However, If matters outside of your company’s control will make this an unattainable goal, then this can be modified.

2. Is this an ongoing contract or one time solicitation?

a. One-time solicitation.

3. Who provides branch power and pathways (conduit/tray) to each device? Are existing low-voltage raceways available/required?

a. The awarded contractor will provide all materials required to include conduit.

4. Should the CO system interface to existing HVAC/ventilation controls and or/the fire alarm for purge/evacuation, or is a stand-alone alarming sufficient?

a. This will be a standalone system and not tied to any other interface.

5. Any required deliverables (slides, sign-in sheets)(training)

a. Basic training of system operations will be required. This may be via phone call, Teams call, or document with operating instructions.

6. Please confirm that standard OEM commercial warranty on new equipment suffices and that no additional warranty terms are required beyond what is referenced in the pricing schedule.

a. Correct, OEM warranty will suffice. Awarded contractor must provide warranty documentation and any required documents needed to contact the parts company to make a future payment for replacement parts.

7. Any special prerequisites or lead times for contractor access beyond standard procedures we should include in our schedule.

a. The only prerequisite will be members must be able to provide a photo ID, vehicle registration, and proof of insurance for the vehicle upon entry to the base. No lead time required. Awarded contractors employees will go through a criminal background check upon arrival to the military installation, recommend keeping this in mind when deciding who will need access to the military base.

8. Any electrical hazardous area classifications we need to be aware of?

a. Negative, no electrical hazardous area classification to our knowledge.

9. Necessity of 0-200 PPM sensor vs 0-250 PPM sensor (0-250 PPM would save ~$5K, but requestors are pushing for 0-200 PPM per spec)

a. Necessity of 0-200 PPM sensor vs 0-250 PPM sensor (0-250 PPM would save you ~$5k, but requestors are pushing for 0-200 PPM per spec)

i. There is no necessity for 250 PPM sensor, a 200 PPM sensor will suffice.

b. Spec states “2 Relays” for the FGD, are these needed for something specific or would 1 relay suffice? If needed, please expand on their intended function.

i. 1 relay should suffice for the usage needed.

10. Controller input requirements

a. Spec states “87 Digital/12 Analog Inputs” which seems excessive for the 7-point system. The controller we’re suggesting would have 8x Analog inputs and 8x programmable relays, which will be more than enough for the 7 CO sensors and the horn/strobe. Is what we’re suggesting acceptable, or are there more inputs to this controller than the 7 CO sensors?

i. 8 inputs and relays will suffice.

11. Calibration equipment requirements

a. Spec states “Tygon 2ft Cal Hood with 0.2LPM Regulator for CO Calibration Tests” and “17L 200PPM Bump Calibration Cylinder”

b. We’re suggesting the calibration equipment for our sensors (1 LPM regulator, 3 ft Tygon tubing w/ cal plug, 103 SL CO 100 PPM Cal Gas). Please confirm this is acceptable.

i. This is acceptable.
