About this file

This document outlines the Terms & Conditions for the State of Michigan's Print & Mail Management (PMM) program, administered by the Department of Technology, Management & Budget (DTMB). The file establishes operational requirements for vendors providing printing and mail management services to the state. Key requirements include mandatory pre-qualification with PMM prior to bid submission, registration as a state vendor, and acceptance of Electronic Funds Transfer (EFT) payments. Pre-qualification takes approximately one week and can be initiated by contacting Jerry Monroe or Andrew Hale at the provided contact information. All bids must be submitted online and include complete costs with freight to the designated dock at 7461 Crowner Drive, Lansing, Michigan 48913. Bids are required to be F.O.B. Destination, prepaid, and late submissions will not be accepted. Delivery windows are limited to standard business hours (8:00 a.m. to 3:30 p.m., Monday through Friday) at the General Services Building, with the facility closed on standard holidays.

The document establishes strict specifications for pallet construction, packaging, and labeling to ensure standardized handling and storage. Shipments must utilize single-face hardwood pallets with specific dimensional parameters (44-48 inches in length, 36-48 inches in width, maximum 5'6" in height, and 4,000 pounds gross weight limit) and require two-way entry capability. All cartons must be uniformly labeled with commodity numbers, descriptions, purchase order information, and piece counts. The state implements a no-underruns policy with vendor responsibility for any overruns. For direct shipments to locations other than the Lansing dock, signed packing slips must be submitted to Andrew Hale via email or fax, along with shipment notification and expected arrival times. Invoices must be submitted to DTMB-PrintingServices@michigan.gov and entered into the VSS system. All materials become state property upon delivery, and vendors must supply electronic copies in source software format with all revisions, fonts, and images, along with PDF versions upon request.
