About this file

This is a Terms and Conditions document from the State of Michigan for Print & Mail Management (PMM) vendor participation. The document establishes operational requirements for vendors providing printing and mail management services to the state. Key requirements include mandatory pre-qualification with PMM prior to bid submission, registration as a state vendor, and acceptance of Electronic Funds Transfer (EFT) payments. All bids must be submitted online and include complete costs with freight to the designated dock location at 7461 Crowner Drive, Lansing, Michigan 48913. Bids must be F.O.B. Destination and prepaid, with late submissions rejected. The document specifies detailed packaging and labeling requirements for shipments, including pallet specifications (hardwood construction, specific dimensions ranging from 44-48 inches in length and 36-48 inches in width, with a maximum weight of 4,000 pounds gross). Delivery to the General Services Building dock is available Monday through Friday, 8:00 a.m. to 3:30 p.m., excluding standard holidays.

The pricing structure follows an overs and unders policy whereby underruns are not permitted and overruns are at the vendor's expense. All cartons must be uniformly labeled with commodity numbers, descriptions, purchase order numbers, and quantity information for easy identification. For direct shipments to locations other than the main dock, vendors must submit signed packing slips to Scott Barclay via fax or email, along with shipment notifications and expected arrival times. Invoices should be submitted both to the mailing address and entered into the VSS system, with electronic copies directed to Scott Barclay. All materials, including electronic copies in source software format along with PDF versions, become the property of the State of Michigan upon delivery and must be returned upon request. Pre-qualification inquiries should be directed to Mark Miller, Scott Barclay, or Graham Martin at the provided contact numbers and email addresses.
