About this file
This document contains the Terms & Conditions for the State of Michigan's Print & Mail Management (PMM) program, which governs vendor participation in print and mail services contracting. The file establishes operational requirements for vendors supplying UCC ENV 5 Return Window Envelopes and other print-related commodities to the State of Michigan. All bids must be submitted online by pre-qualified vendors who are registered with the State and accept EFT payments. Pre-qualification with PMM is mandatory and requires approximately one week to process. Delivery to the State's dock at 7461 Crowner Drive, Lansing, MI 48913 occurs during General Services Building hours of 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding standard holidays. Drivers must obtain entry passes at the front office with valid identification prior to dock access.
All submitted bids must include complete costs with freight charges on an F.O.B. Destination, prepaid basis, and late bids will not be accepted. Vendors must strictly adhere to pallet specifications, including single-face hardwood pallets with specific dimensional and weight requirements (maximum 4,000 gross lbs., 48" length maximum, 48" width maximum, 5'6" height including pallet). All cartons require standardized labeling with commodity numbers, descriptions, purchase order numbers, and quantity information. No underruns are permitted; overruns are the vendor's expense. All material becomes State property upon delivery and must be returned upon request. Electronic copies must be provided in source software format with all revisions, fonts, and images, plus a PDF version. Invoices should be submitted electronically to DTMB-PrintingServices@michigan.gov and entered into the VSS system. For direct shipments, vendors must submit signed packing slips with shipment notification and expected arrival times.
