About this file

This document contains the Terms and Conditions for the State of Michigan Print & Mail Management (PMM) program, establishing operational and procedural requirements for vendors providing printing and mailing services to the state. Vendors must be pre-qualified with PMM and registered as State of Michigan vendors prior to bid submission, with pre-qualification requiring approximately one week to process. All bids must be submitted online and include complete costs with freight to the state's dock located at 7461 Crowner Drive, Lansing, Michigan 48913, on an F.O.B. Destination, prepaid basis, with late submissions rejected. The document specifies detailed pallet and packaging requirements, including single-face hardwood pallets with specific dimensional constraints (44-48 inches length, 36-48 inches width, 5'6" maximum height, 4,000 pounds maximum gross weight), mandatory labeling standards for all cartons with commodity numbers, descriptions, purchase order numbers, and piece counts, and comprehensive delivery protocols with dock access hours from 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding standard holidays.

Pricing terms follow a strict no-underruns policy with vendors responsible for all overage costs. For direct shipments to locations other than the state dock, vendors must submit signed packing slips to Andrew Hale with advance notification of shipment and expected arrival times. Invoicing must be submitted via email to DTMB-PrintingServices@michigan.gov in addition to entry into the VSS system. All materials and deliverables become the property of the State of Michigan upon delivery, and electronic copies must be provided in source software format with all revisions, fonts, and images, along with PDF versions. Vendors must accept Electronic Funds Transfer (EFT) payments. Contact for pre-qualification inquiries includes Jerry Monroe at 517-636-0297 or Andrew Hale at 517-636-0092.
