About this file
This is a Tenant Security Requirements document for the STAR Center, a facility operated by RTX (Raytheon Technologies), applicable to contractors performing work within RTX-controlled spaces as part of the Pinellas County Fire Protection System Inspections and Repair contract. All contractor personnel accessing RTX spaces are required to obtain security clearance and must be U.S. citizens. Contractors may apply for either a non-escort badge for repeated site visits or a daily visitor's badge for single visits. Bids for this fire protection systems contract are due July 7, 2026, and the scope includes testing, maintenance, inspection, certification, and repair of fire system components across multiple County locations, including the STAR Center.
Security clearance requirements mandate that all personnel provide full legal names, individual company email addresses, and company contact information. To obtain a badge, individuals must present proof of U.S. citizenship by providing a driver's license paired with either an original birth certificate or a current or expired passport. Non-escort badge holders must complete RTX safety training and refresher training upon badge renewal. Once citizenship verification is completed for a non-escort badge, it does not need to be resubmitted except potentially during annual badge renewal at RTX's discretion. For visitor's badges, citizenship documentation is required only on the initial visit; subsequent visits require only a driver's license. No exceptions to citizenship or documentation requirements are permitted, and there is no stated contract value, incumbent contractor, or evaluation criteria weighting in the source materials.

STAR Center Tenant Special Security Clearance Requirements
Any work inside the RTX spaces requires security clearance. All contractors must apply for access and must be a U.S. Citizen. Each person must provide full legal names, and proof of citizenship (driver's license and birth certificate or passport (current or expired). There are no exceptions.
For technicians repeatedly coming to the site a non-escort badge can be issued from RTX if all requirements are met. All contractors submitting for a non-escort badge will have to complete RTX safety training and take refresher training each time the badge is renewed.
Once a technician has a non-escort badge and is familiar with the site, they can be given escorting rights to escort another person from their company if the person obtains a daily visitor’s badge. Once VOC (verification of citizenship) is proven it is no longer needed except for maybe annual badge renewal which is at the discretion of RTX.
Applying for a non-escort badge or a visitor’s badge the following must be provided:
1. Full legal name (including middle name). If they don’t have a middle name, please state as such.
2. Individual company email address.
3. Company name and address and phone number.
RTX will send out emails once all the information is received from each individual and their background check is completed (this is only for a non-escort badge). It will state that a VOC (verification of citizenship) is required. To prove citizenship each person will need to bring their driver’s license AND an original birth certificate OR current/expired passport to receive a badge. when getting their non-escort badge from Raytheon.
Once approved by RTX for a visitor’s badge you must bring information for a VOC via Driver’s license AND an original birth certificate OR current/expired passport to receive a badge. This only must be done once for a visitor’s badge. Next time or next day a driver’s license is the only identification needed.
