The contractor shall provide all necessary materials, supplies, licenses, and equipment to meet the requirements of the Performance Work Statement (PWS), though no special software licenses are required beyond standard office productivity tools. The number of personnel and wage rates are left to the vendor's discretion. Vendors are instructed to price each Contract Line Item Number (CLIN) using the solicitation document, and can either attach their technical approach, management plan, key personnel, and other relevant information to the solicitation or submit it separately. Vendor questions:

1. 4.3 Materials: it states that the Contractor shall provide all materials, supplies, Licenses, and equipment necessary to meet requirement under this PWS, what I would like to know is what kind of Licenses are required and if any can you provide a list of them with prior agreement documentation.

The reason to include this requirement was that if you needed Office, Publisher, Notability (or whatever other editing tools you use) they would not by paid for by government. Most companies have/use Office for editing.

There are no special software requirements.

1) What is the number of personnel required? It is up to the vendor’s judgment

2) What is the preferred wage determination for the contracted employee? (likely Technical Writing II/III). Wages will be determined by offeror.

3) What is the preferred method of quote submission? Please price each CLINS using solicitation document. You can either attached your technical approach, management plan, key personnel or any other relevant information to solicitation or submit separately.
