STATEMENT OF WORK
STANDING OPERATING PROCEDURES REWRITE - STATEMENT OF WORK (SOW)
16 July 2024
Part 1
General Information
1. General: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.
1.1 Description of Services/Introduction: The Joint Interagency Task Force South (JIATF South) Standing Operating Procedures (SOP) provides the framework for the planning and execution of operations, intelligence fusion, and multi-sensor correlation within JIATF South’s Joint Operating Area. The SOP also provides direction and guidance for the planning and execution of US military, partner nation, and associated law enforcement agencies in support of counter illicit trafficking operations. It sets forth joint doctrine to facilitate interagency and multinational efforts to focus interdiction activities, operations, education, and training. JIATF South’s tactics, techniques, and procedures to complete its nationally directed counter illicit trafficking mission apply to all operations and assets under its tactical control and are also outlined in the SOP. This document was prepared using joint doctrine set forth in the U.S. Chairman of the Joint Chiefs of Staff Joint Publication 3-07.4, Joint Counter Drug operations and numerous other references. As currently written, the SOP is classified Confidential Releasable to the US, Australia, Belgium, Canada, Spain, France, the United Kingdom, and the Netherlands.
1.2 Background: The JIATF South SOP consists of over eight annexes with 60 Microsoft Word files, graphs, diagrams, and pictures (over 700 pages) generated by eight directorates and various command staff offices. A living document, the last comprehensive SOP rewrite was performed in 2015. An additional rewrite was initiated in Oct 22 and 80 percent of the existing documents were updated or completely rewritten. However, dedicated oversight of the SOP’s final completion is needed. Formatting (organizational/grammar) issues remain and an extensive overall review is still required to ensure each directorate’s functions are accurately, completely, and professionally documented. Finally, a SOP version releasable to partner nations (Central and South American Countries) is also required.
1.3 Objectives: Work with JIATF South to complete the rewrite, review, formatting, and finalization of the Command SOP within 3-6 months.
1.4 Scope: Contractor shall provide non-personal services and will provide management services related to the audit of the SOP, to include Interfacing with all JIATF South directorates and staff offices to ensure all functions are outlined and properly documented in the SOP. After all annexes are complete (including validation of classifications), professionally reformatting the entire document (annexes, chapters, paragraphs, pages, diagrams, etc.) IAW U.S. Army standards. Finally, liaise with JIATF South’s Foreign Disclosure Office to reduce the final document classification into an additional version releasable to JIATF South Partner Nations (European and Central/South American allies).
1.5 Period of Performance: The period of performance shall be upon contract award, with completion of contract award no later than April 2025.
1.6 General Information:
1.6.1 Quality Control Plan (QCP): The contractor and JIATF SOUTH representatives will hold weekly telecons to discuss what has been accomplished, what remains, challenges, and any other issues that arise. The contractor will also work closely with directorates and offices to ensure rewritten/reformatted content is in compliance with desired changes. Inputs to revisions will continue until changes meet or exceed standards.
1.6.2 Quality Assurance (QA): The government shall evaluate the contractor’s performance under this contract IAW the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed IAW the performance standards and contract quality requirements are met.
Contract quality requirements means the technical requirements in the contract relating to the quality of the product or service and those contract clauses prescribing inspection, and other quality controls incumbent on the contractor, to ensure the product or service conforms to the contractual requirements. They define how the performance standards will be applied, the frequency of surveillance, the performance threshold, and deductions, if applicable.
1.6.3 Recognized Holidays:
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day Juneteenth Day
1.6.4 Hours of Operation: The Contractor is responsible for conducting business between the hours of 0730 – 1630 Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. When working remotely, the Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS.
1.6.5 Place of Performance: The work to be performed under this contract will be performed remotely at the Contractor’s home location. The Contractor will not be required to relocate to Key West Florida. The Contractor will come to JIATF South in Key West for the Post Award Conference, midpoint, and final SOP review meetings.

1.6.7.2.2 The Contractor shall provide a roster of personnel expected to perform services under this contract to the Contracting Officer Representative (COR), no later than ten (10) workdays prior to commencing work. The location of the fiber infrastructure does require the contractor to enter a government facility, therefore, they may do so under designated escort and to spaces that are cleared for personnel without an active security clearance, or even if they do hold a security clearance but one that was not transmitted in advance of the visit and adjudicated by JIATF SOUTH security personnel. Contractor personnel that have an active security clearance and have passed clearance information via DISS (or other acceptable methods) in advance of work commencing may move freely throughout the compound to areas that are cleared to the level of clearance the contractor maintains after checking in with the command security personnel and obtaining JIATF SOUTH visitor credentials.

Security checks that have been completed as part of a personnel security clearance background investigation, or a previous background check that was a condition of employment, meet this requirement. Documentation of these checks will be made available to the Contracting Officer (KO) or COR upon request. The Government retains the right to exclude any employee from performance of duties under this contract if a background security check reveals an employee is a security risk. The exclusion of an employee for security reasons will not relieve the Contractor from performance of services required under this contract. If the Government determines additional background checks are required, at a minimum, and upon request from the Government, the Contractor shall provide to the KO or COR, the following information on any contractor or subcontractor employee performing services under this contract:
Full birth name Married name (if applicable) SSN or local equivalent (ID card number)

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(SEP 2023)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition--
(1) Is set aside for small business and has a value above the simplified acquisition threshold;
(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or
(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
