About this file

This is a Standard Specifications document from the Pima Association of Governments (PAG) that establishes the technical and contractual framework for the Highway Safety Improvement Program (HSIP) project in Tucson, Arizona. The project involves the installation of new signal heads at nine intersections throughout the City of Tucson, including locations such as 29th Street and Craycroft Road, Golf Links Road and Swan Road, and River Road and Hacienda Del Sol Road. The work is non-ground disturbing and limited to aerial infrastructure improvements, including new signal faces, mounting assemblies, conductors, control cabinets, video detection cameras, and pre-empt beacons. A pre-bid meeting is scheduled for August 4, 2025, at 11:00 am, with bids due on September 11, 2025, at 2:00 pm Arizona time. The contract term is 180 calendar days, with the bid release date of July 23, 2025.

The estimated project value ranges from $1,000,000 to $5,000,000, with bidders required to submit 10% bid security and provide performance and payment bonds for 100% of the contract amount. The project is federally funded by the Federal Highway Administration (FHWA) and requires compliance with Davis-Bacon wage rates, equal employment opportunity provisions, and Build America Buy America requirements. The Disadvantaged Business Enterprise (DBE) goal is 0.00%, though contractors must make good faith efforts to include DBEs. Contractors must hold an appropriate Arizona Registrar of Contractors license and comply with federal immigration laws. Insurance requirements include commercial general liability, commercial automobile liability, and workers' compensation coverage. Subcontractors with contract values exceeding $5,000 must be listed and documented as part of the bid submission. The project is subject to annual funding approval by the Tucson Mayor and City Council, and all work must be completed in a first-class, workmanlike manner by skilled and experienced staff.
