Supplies include all toner, developer, staples, dispersant and any other consumable supplies necessary to operate the machine, excluding paper. Supplies must be furnished as needed per the lease contract for the equipment. The Agency will take reasonable steps to safeguard supplies from loss or misapplication. Supplies are desired to be delivered same day, however they must be delivered within 48 hours after receipt of order. All supplies will be delivered to 401 S Spring, Stratton Office Building, Rm 600, Springfield, IL 62704 at no additional cost to the state

1.2.4. The vendor shall maintain an adequate service facility and qualified personnel to service the equipment. It is the vendor's responsibility to guarantee service as stated herein.

1.2.5. All maintenance shall be performed by factory trained personnel. Equipment shall be maintained and operate in accordance with manufacturer’s published specifications. The vendor agrees to keep the equipment in good working order and provide on-site maintenance support. In the event of a maintenance issue, the Agency will contact the vendor to describe the problem. If it is a connection problem, the vendor will have one hour to return the telephone call and troubleshoot the problem. If the vendor has determined the incident to be related to a non-device issue, the Agency will contact the State Help Desk. If it is determined by the key employee or the vendor that an on- site visit is necessary, the vendor will have seventy-two (72) hours to be on-site making repairs.

1.2.6. All equipment will be returned to a functional and operational status within ninety-six (96) hours. If the equipment will take longer than 96 hours to become fully operational, the vendor will provide a loaner/replacement machine which meets or exceeds the specifications of the product covered by the agreement. All loaner equipment will be placed at no additional cost to the state.

1.2.7. In the event that the printer or any of its components, become inoperative due to equipment failure, through no fault or negligence of the user, and the total number of hours of downtime exceeds 10% of the total productive time for any two of three consecutive calendar months, the State reserves the right to require the vendor to replace the printer and any of its components or terminate the order with no termination or removal charges being assessed to the State. In addition, the vendor must reimburse the State for any funds that were paid on this equipment. The reimbursement will be prorated, calculated based on the first month in which the unit's total downtime exceeded 10%. Failure to respond in good faith may result in termination of the contract.

1.2.8. Total productive time will be computed by multiplying 7-1/2 hours per day by the number of working days in the month, excluding weekends and state holidays. The effectiveness level of the equipment shall be computed by dividing the total productive time by the total available time multiplied by 100. Scheduled preventative maintenance calls either related to, or coinciding with repair/breakdown calls, will not be considered downtime. If the cause for the service call is mutually agreed upon to be an operator error or misuse by the State, downtime will not be a factor in determining machine performance and the Bureau of Strategic Sourcing will determine the facts and try to resolve the situation to the satisfaction of all parties.

1.2.9. The vendor will be responsible for maintaining a stock of routine replacement parts. Parts replaced under the maintenance or lease agreements, must be identical to the original equipment or manufacturer's recommended parts.

Vendor, however, must provide a letter submitted by an authorized manufacturer's representative on manufacturer's letterhead, certifying the discontinuance of the model. Such letter shall include the date of the model discontinuance, suggested replacement models along with list prices (for verification purposes only). If the substituted equipment is deemed to be of equal or better specifications than what is currently on state contract, the price for that equipment must not exceed the current contract price.
