Statement of Work United States Coast Guard Station San Diego 45’ Response Boat – Medium (CG-45682)
Background: The CG-45682 is due for a planned haul out and hull inspection in early-July 2021. Additionally, the NR1 MDE suffered a casualty to the gear train and requires replacement. The NR2 MDE will also be replaced due to the meeting its overhaul hours limit.
Intent: U.S. Coast Guard Station San Diego is requesting to earn a service request quote to have the CG-45682 hauled out, pressure washed, laid up for the necessary time to complete work items 1 & 2, and launched upon completion. Coast Guard personnel will conduct a hull inspection and replace all legends (stickers), and will lead the engine replacement project. The replacement engines will be delivered to the contractor’s facility and will be shipped from the same. The quote provided shall be all inclusive and broken up by work item number. An underwater hull inspection/cleaning was conducted in March 2021 and found no major areas of paint degradation. The work shall commence as soon as possible, as the asset is in a non-mission capable status. Coast Guard personnel will deliver the boat to any Coast Guard approved haul out facility within San Diego Bay. The quote should be submitted to the point of contact in a formal format. 1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to remove and install the Port and Starboard Main Diesel Engine and Reduction Gear.

3. REQUIREMENTS
3.1 General.
3.1.1 CIR.
None.
3.1.2 Tech Rep.
Not applicable.
3.1.3 Protective measures. The Contractor should not be required to install and protective measures.
3.1.4 Interferences. Coast Guard personnel shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed:

NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.1.5 Operational test, initial.
Not Required.
3.2 Removal. The Contractor shall operate the crane to remove the Port and Starboard engine and reduction gear in accordance with the reference drawings listed in section 2, TP 4698, SFLC Std Spec 0000, and SFLC Std Spec 0740.
3.3 Installation. The Contractor shall operate the crane to install the replacement Port and Starboard engine and reduction gear in accordance with the reference drawings listed in section 2, TP 4698, SFLC Std Spec 0000, and SFLC Std Spec 0740.
3.3.1 The Contractor shall protect the newly installed engine and reduction gear until all interferences are properly replaced.
3.3.2 Coast Guard personnel will conduct the engine alignment to the generator and jet drive. The Contractor shall ensure a crane operator is on site to assist during the alignment process and/or leave the crane overhead to allow Coast Guard personnel to conduct the alignment.
3.3.3 The Contractor shall assist in the packaging of the removed engine, as it will be shipped from the Contract facility.
3.4 Government-furnished property. The government reserves the right to provide materials, property, and items when a benefit to the US Coast Guard can be obtained.
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.5 Operational test, post repairs.
Not Required.

WORK ITEM 2: U/W Body, Preserve (Partial)
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to preserve the U/W body surface, as needed. A partial preservation is defined as “surface preparation and coating application accomplished for up to 33% of a ship component.”

3. REQUIREMENTS
3.1 General.
3.1.1 CIR. Not Required.

3.1.2 Tech Rep. Not Required.
3.1.3 Protective measures - preservation. The Contractor shall protect all non-affected vessel’s equipment, components, and spaces during surface preparation and coating application procedures, as specified in SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). Specific equipment/components include, but are not limited to:
Fathometer transducer surfaces Zinc anode studs; anodes will be renewed.
3.1.4 Interferences. The Contractor should not have to remove any interferences.
3.2 Preservation requirements. The Contractor shall prepare and preserve the U/W body in accordance with Coast Guard Drawing 45 RB-M 631-001 and SFLC Std Spec 6310.
3.2.1 Fleeting. The Contractor shall fleet the vessel as necessary to preserve the entire U/W body.
3.2.2 Pre-surface preparation wash. Accomplish low-pressure (less than 5,000 psi) fresh water wash of all affected surfaces, to remove soluble chlorides and other surface contaminants. Refer to SSPC-SP 1, for guidance.
3.2.3 Surface preparation. The Contractor shall prepare the surface in accordance with the surface preparation method stated in Table I- Paint Schedule 45 RB-M and SFLC Std Spec 6310.
3.2.4 Preservation. The Contractor shall preserve the U/W hull using the coating system in Table 1- Paint Schedule 45 RB-M and in accordance with SFLC Std Spec 6310.
3.2.4.1 As needed, the Contractor shall repair any damaged through the epoxy paint down to the aluminum surface by sanding the damaged areas to the aluminum, feathering out adjacent areas 1-2 inches using sand paper. Upon washing the sanded area; the Contractor shall preserve the hull coating system as per Table 1.
3.2.4.2 The Contractor shall repair any damage to the antifouling paint by sanding damaged areas to the first coat of red antifouling paint, feathering out adjacent painted areas 1-2 inches using sand paper. Upon washing the sanded area; apply one coat of red antifouling paint to the repair area, followed by two coats of black antifouling paint as per Table 1 and manufacturer specifications.

3.2.4.3 The Contractor shall ensure that the following anode fastener studs are clean and free of paint:

NOTE
Surfaces being preserved are considered “critical-coated surfaces”.
3.3 In-process quality control measures. The Contractor shall abide by all the safety, preservation, and quality control requirements specified in SFLC Std Spec 0000, paragraph 3.2.4.2 (In-process QC measures for “critical-coated surfaces”).
4. NOTES
4.1 Definitions.
4.1.1 U/W Body. The underwater body is defined as the aluminum hull surfaces from the bottom of the keel to the waterline, as shown on Coast Guard Drawing 45 RB-M 631-001.
