15. The following criteria will be evaluated:
Factor 1 – Technical Approach Factor 2 – Management Plan Factor 3 – Past Performance Factor 4 –Price
When combined the non- price factors (1-3) are significantly more important than the price factor. If non-cost factors receive relatively equal adjectival ratings, the Price Factor will become more important in determining the best overall value.
Factor 1 – Technical Approach

The Government will use all information provided in the Past Performance documentation as well as any additional information obtained from other sources, including additional customers known to the Government.
When a relevant performance record indicates adverse past performance problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any corrective actions taken. The Government may review more recent contracts or performance evaluations to ensure corrective actions have been effectively implemented. The Government may evaluate other information not provided by the Offeror. A rating of “Unknown Confidence” shall be given when relevant past performance is not submitted or available.
Factor 4 –Price
The Government will evaluate the Offeror’s Price Quote to determine whether the proposed rates to perform under each labor category (as described) are fair, reasonable and realistic. Proposed prices will be considered in the best value determination leading to award. Price Evaluation will examine the following:
• Total price of the Pricing Matrix
• Proposed individual rates per the labor category descriptions stated in the SOW.
• Completeness of the Pricing Matrix
• Reasonableness of prices based on the aforementioned labor category descriptions.
Price Reasonableness
Price reasonableness will be evaluated by considering several topics including whether the price, in its nature and amount, does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
Rates may also be re-evaluated for price reasonableness at the Task Order level for cases where the qualifications for requested support staff is different from the qualifications (labor category experience) established herein.
