CUI SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3 104

2. Identify the specific characteristics of the material or service that limit the availability to a single source (unique features, function of the item, licensing agreement, urgency, brand name, etc.). Describe in detail why only this source can furnish the item or service to the exclusion of other sources.

The Ivanti suite of products is required to sustain DCAA mission essential operation. This software is our Service Desk application used to log incidents/services for every user in the agency. It is a comprehensive IT services and asset management platform. It was initially deployed throughout the agency in 2017 following a six-month development and transition process by a team of four. Implementing a new business application with such magnitude is a major undertaking which requires management approval, stakeholder’s engagement, planning, additional funds, personnel, resources, and time. To switch to another product would not be cost effective or in the best interest of the agency. Our OIT staff and end users are familiar with this product. Without this product, the agency would not be able to perform its mission.

Market research was done to justify cost and rational for the sole source justification to purchase Ivanti. It was determined that the cost to re-train the staff and the agency on another product is too great and costly. DCAA will be moving under DISA as part of the Fourth Estate Network Optimization (4ENO) effort in the next year. DISA currently uses ServiceNow as their Service Desk solution. DCAA has already began taking steps to align ourselves with this product by participating in Global Service Desk Call Interaction Center (CIC); however, DISA is the driving force for this implementation. They have postponed onboarding until further notice. In the meantime, DCAA needs to continue using Ivanti in order to avoid hindering our Auditors/staff.

Market research will continue to be conducted to determine if changes occur in the market place that would enable future actions to be competed to the maximum extent possible.
