About this file

This is a Capabilities Questionnaire for Interested Parties associated with a pre-solicitation market research effort for A-E Services related to Industrialized Construction (IC) criteria and standards development. The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) is seeking architect-engineer firms to provide professional services for DOD criteria development, updates, and publication, including Unified Facility Criteria (UFC), Unified Facilities Guide Specifications (UFGS), Unified Facility Code (UFC), and Whole Building Design Guide (WBDG) content. The anticipated contract will be firm fixed priced with a 24-month period of performance under PSC R425 and NAICS Code 541310 (Architectural Services).

The questionnaire requests that interested firms provide detailed responses across five sections: company information and business size status; experience with DOD criteria development and MIL-STD-3007G compliance, WBDG publication, and NAVFAC-managed criteria; building science and research capabilities relevant to energy modeling, moisture analysis, materials science, and resilience; up to three specific project examples from the past seven years demonstrating relevant past performance with contract numbers and values; and a narrative explanation of the primary technical challenge NAVFAC is addressing with this contract. The questionnaire explicitly requires vague or unsubstantiated claims to be considered non-responsive and emphasizes the need for specific project examples demonstrating capability to perform Industrialized Construction evaluation and standards development work.
