1. INTRODUCTION AND BACKGROUND INFORMATION

The Naval Facilities Engineering Systems Command (NAVFAC) is leading the effort to modernize shore infrastructure and facilities using innovative building techniques.

The primary objective of this project is to develop documentation that results in updates to building criteria, standards, and requirements; updates to governing policy; and the development of related tools and techniques to enable a clear path to establishing Industrialized Construction as a functional capability for the U.S. Navy.

This scope of work builds on NAVFAC's ongoing Alternative Construction Method (ACM) efforts to think, act, and operate differently, including the adoption of new and innovative solutions to reduce project construction costs and increase the speed of delivering mission-ready facilities.

2. PROJECT SCOPE

To meet the objective, the following work will be provided by a contractor:

● Standards, Code, Compliance - Align current DoD and IC best practices related to codes/standards, develop IC-based guidelines, and ensure compliance through real-time tracking and commissioning protocols that reduce cost, reduce risk, improve quality, and support long-term asset performance.

● Industrialized Construction (IC), Strategy, Justification, Sustainment - Develop and communicate the business case and strategic implementation for IC as a sound, sustainable investment for DoD at all levels of NAVFAC, DoD, and relevant operational commands.

IC/ACM may include, but is not limited to, modular components, off-site prefabricated industrial construction, tension fabric structures, and pre-engineered metal or fiber reinforced panel buildings.

● Policy, Contracting & Acquisition Reform - Review and provide practical policy (and regulation) reforms that streamline procurement, acquisition/contracting, incentivize project performance, and integrate IC early into the budgeting and RFP frameworks

● Architectural/Engineering Platform & Digital Integration - A shared platform where a standardized kit of components, BIM workflows, and digital twins converge to provide design consistency, improve as-built accuracy, and general deployment efficiency.

● IC (ACM) Prototypes, Pilot Projects & Research - Rapid prototyping, project pilots, and research to inform and refine IC designs, engineering, construction, and operations.

These efforts serve as proof points to accelerate adoption and long-term IC scaling in

NAVFAC and to other branches.

● IC (ACM) Transition Mgmt, Training & Workforce Development - Comprehensive transition plans for system-wide engagement (Navy/Marine/etc. and Private) to solicit early input, generate near-term buy-in (traction), build partnerships, and teach the skills needed for long-term IC adoption that achieves the improved cost, speed, and performance set out by DoD leadership.

● IC Industrial Base Ecosystem Development - Industrialized construction requires a strong, portfolio-wide program that starts by shifting from a “project” to a “product” approach, and pairs with a robust IC private sector industrial base whose core strength is manufacturing and assembly (as opposed to onsite construction). Emphasis is placed on establishing and incentivizing a tiered industrial base, similar to the automotive industry, where Tier 3 output feeds Tier 2, which then feeds Tier 1 IC actors, thereby achieving system-wide interoperability, redundancy, and efficiency.

● Portfolio Mgmt, Offsite & Onsite Logistics - To unlock the benefits of IC at scale, NAVFAC needs portfolio-wide visibility and streamlined logistics practices. This section provides a framework for integrated scheduling, comparative milestone tracking, and standardized delivery protocols. These tools ensure faster project execution, improved oversight, and consistent performance across offsite and onsite phases.

● IC Program Governance - Establishing clear IC implementation KPIs that align with leadership objectives and timelines. This includes both near- and long-term roles and responsibilities for the implementation and sustainment team(s), as well as establishing a multi-year funding structure and commitment.

● IC Scaling - Institutionalize IC as a core NAFVAC capability by embedding IC-based principles into a scalable program (products, processes, and teams) that NAVFAC can apply across its portfolio (geographic and building typologies), and then extend it to its peer military branch partners (AFCEC, USACE, etc.).
