About this file

This is a Questions and Answers (Q&A) amendment document for TSA solicitation SS-REMD-25-003 regarding office and flex space in Houston, TX. The document clarifies several key requirements and timelines for the procurement.

The Q&A confirms that both structured and surface parking (or combination) is acceptable, with anticipated occupancy after August 1, 2026. TSA clarifies they are currently housed outside the delineated area, and this is a new requirement to replace existing space. The Market Survey is planned for early January 2025. For the full-service lease, "supplies" includes cleaning products/equipment, paper products for breakrooms/lavatories, HVAC filters, and other standard building supplies. While the delineated area is specified, TSA indicates they may consider properties slightly outside the boundaries and reserve the right to amend requirements to ensure adequate competition under CICA. Several details including award selection approach and decision timeline will be defined in the forthcoming solicitation.

SS-REMD-25-003

AMENDMENT 01

Q&A A01

Q1. The ad states the parking as surface spaces. Would structured spaces be acceptable?

A1. Secured structured or surface parking, or a combination of both, is acceptable.

Q2. Do you have an estimated occupancy date?

A2. At this time, TSA anticipates on/after 08/01/2026 but will be further defined in the solicitation once issued.

Q3. Can you provide any insight to the award selection? Will this be a ‘Lowest Cost Technically Acceptable’ or a ‘Best Value Trade Off/Source Selection’ approach?

A3. That will be covered in the issued solicitation and not part of this notice.

Q4. Is there an incumbent Lessor who can meet these requirements?

A4. TSA is currently housed at a location outside the delineated area. This requirement is new and shall replace existing space.

Q5. How soon after the solicitation closes (if one is issued) will the agency make its decision?

A5. TSA is unable to determine the timeline at this point.

Q6. What is the Estimated Market Survey Date?

A6. TSA anticipates the Market Survey to occur in early January 2025. TSA will contact interested parties, in no specific order, to set up a viewing date/time after the closing of this notice.

Q7. Define “Supplies” in the Full-service lease requirement.

A7. Supplies generally include all cleaning products and equipment, paper products for breakroom(s) and lavatories, HVAC filters and/or other building standard supplies for fully service leases. The Solicitation will further define this requirement.

Q8. Would it be possible a location slightly outside of the delineated area to be considered, despite this deviation? (Original question re-worded for universality) A8. Interested parties whose properties meet the Government's requirements are encouraged to submit those properties for review. The Government reserves the right to amend requirements prior to solicitation, as necessary, to secure a lease and ensure adequate competition in accordance with the Competition in Contracting Act (CICA) of 1984.
