About this file
This is a Notice of Proposed Sole Source Purchase (SSP 25_005) from the University of Southern Mississippi for MODX-specialized hosting services for the University Libraries website (lib.usm.edu). The notice seeks to procure hosting services from MODX, the creator of the MODX content management system that powers the University Libraries website. Comments or objections must be submitted by September 20, 2024, at 8:00 AM CST. The advertisement schedule shows publication dates of September 3 and September 10, 2024. The service requirements include 24/7 outage monitoring, emergency support within 30 minutes during working hours, automatic failover solutions, dedicated staging site, and automatic recurring offsite nightly backups.
The University justifies this sole source procurement by noting that MODX has developed proprietary caching and performance enhancements like Cloud Edge and failover solutions that are unavailable with other hosting providers. The cost is deemed reasonable as it is lower than the annual salary for a qualified system administrator. The university has negotiated pricing with a 0% increase guaranteed for three years. If any entity objects to this sole source designation, they must submit detailed documentation explaining why the service could be provided by another vendor, which would trigger a competitive bid process if deemed valid.
