About this file
This is a legal notice of proposed sole source purchase issued by the University of Southern Mississippi (USM). The procurement concerns an underwater monitoring and machine learning system that includes a MarineSitu underwater camera system, computing and cabling, Mangrove software, SaltySuite cloud performance access, and project-specific machine-learning models. The notice was published on August 19, 2026 and August 26, 2026, with an objection deadline of 2:00 p.m. Central Time on September 9, 2026. Any person or entity believing the commodity is not sole source and can be provided by another supplier must submit a written objection to Millissa Weaver at 103 McIlwain Drive, Ocean Springs, MS 39564, with the subject line "Sole Source Objection USM SSP 27_008" and must include detailed explanations and supporting documentation.
If USM determines after review of objections that the commodity can be provided by another source, the procurement will be converted to an advertised competitive bid or selection process. If USM concludes that only one source exists for the required system, USM will appeal to the Public Procurement Review Board, bearing the burden of proof that the commodity is exclusively available from a single provider. The RFQI number is 3150006987, and additional information can be obtained through the Mississippi Department of Finance and Administration's contract bid search website.
