About this file

This document is a Notice of Proposed Sole Source Purchase from the University of Southern Mississippi (USM) for the RapidILL document delivery service offered by Clarivate. USM seeks to procure the RapidILL service, which provides a 24-hour turnaround on over 90% of requests, automated borrowing and lending workflows, and compatibility with USM's existing systems. The notice outlines the justification for the sole source procurement, including the unique capabilities of the RapidILL service and the fact that it is proprietary software owned and managed by Clarivate. Any objections to this sole source designation must be submitted in writing to USM by December 5, 2024 at 8:00 AM CST.

The notice states that the price for the RapidILL service has been negotiated down to $9,502.53, and explains that this service will be more cost-efficient than paying multiple vendors for electronic resources. USM has the burden of proving to the Public Procurement Review Board that RapidILL is only available from a single source if any objections are received.

RapidILL provides lender load-leveling and automated routing based on time zone awareness. The service is compatible with our existing systems including Tipasa, Active Directory, Alma, and

RapidILL is only offered by Clarivate. It is propriety software owned and managed by Clarivate.

4. Explanation of why the amount to be expended for the commodity is reasonable:

This service permits University Libraries to reduce electronic resources, replacing them with a single service, and is more cost efficient than paying multiple individual vendors.
