Questions and Answers Set #1 RFQ No. SSN10017Q0006

Q1.Are there any restricted vacuuming hours?
A1.Vacuuming of common areas can be done any time of the day. Vacuuming in non-CAA offices are usually done early in the morning prior to arrival of employees but may extend into working hours as long as the work does not inconvenience the normal operations of the offices (see paragraph 1.2.3). For the Consular, Executive and 4th floor CAA offices, vacuuming must be done under escort and at times dictated by the individual offices.
Q2.What work is entailed in the Consular and Executive Office?
A2.Work at these offices begins at 7:45 am under escort. The Consular office is very busy every morning so the work usually means trash disposal and quick wiping of desks. Work is expected to be completed by 8:30 am which is the time officers usually arrive. Vacuuming may be done in the afternoon and only if approved by a Consular Officer. Work in the Executive Office begins at 7:45am under escort, and involves trash disposal, wiping of surfaces, cleaning of kitchenette and bathroom. The workers must leave on arrival of the Ambassador or the Deputy Chief of Mission. Arrival times of these officers are uncertain.
Q3.Do we have to supply the liquid hand sanitizer?
A3.No
Q4.Do we have to clear and wash the used cutlery and crockery?
A4.In the cafeteria, used cutlery and crockery shall not be cleared or washed by the Contractor. There may be occasional washing of cups and utensils in the Executive Office. The Contractor is not required to wash the individual officers’ personal mugs, crockery or cutlery.
Q5.Do we have to arrange the tables and chairs located at the cafeteria?
A5.No
Q6.Are we required to clean the appliances and equipment in cafeteria?
A6.No. see Paragraph 1.3.2.8.
Q7.Do we have to clean the filter in the cooker hood in the cafeteria?
A7.No
Q8.Do we have to clear the trash in the large green bins (on castors) in trash area?
A8.Yes. Each morning, these bins are to be manually moved to the Embassy entrance gate for pick up by the rubbish truck which cannot gain access into Embassy property.
Q9.How often do we have to clean the toilets?
A9.See paragraph 1.3.1.4.
Q10.Do we have to supply a tea lady?
A10.No. This is not in the contract.
Q11.Do we have to clean the glass canopy at reflecting pool area and rear entrance?
A11.No. This is not in the contract.
Q12.Is the supervisor required to be on-site every day?
A12.Yes. Refer to paragraph 2.1.
Q13.Are we required to dispose any biohazardous waste?
A13.Biohazardous trash is not included in this contract. The U.S. Government is responsible for disposal of such trash, if any.
Q14.We are not familiar with DBA insurance and are concerned with how much the insurance company will charge us and in term how this will affect the price we quote to the USG. How much should we expect to pay for DBA insurance?
A14.Contractors will have to contact an insurance broker for a quote for DBA insurance.

Q15. DBA insurance appears to be a duplication of Singapore’s existing Workers’ Compensation insurance, which we are required to obtain under Singapore labor laws. Are we still required to obtain DBA? We are also concerned that the insurer will not pay us for a claim since local Singaporean Worker’s Compensation will also be paying.

A15. All offerors must comply with all Singapore labor laws regarding workman’s compensation as well as obtain insurance through one of the Department of Labor approved insurance providers for Defense Base Act coverage, who are listed at the link below:

Q16.What is the monthly usage of consumables that we are to supply?
A16.The current usage of supplies at the Chancery is as follows:
•Paper hand towels: approx. 30 cartons per month (20x200sheets/carton)
•Toilet rolls: approx. 1500 rolls per month (dual-ply, minimum 2200 sheets per roll)
•Liquid hand soap: approx. 40 liters per month
•Plastic sleeves for wet umbrellas: approximately 50 pcs per month

These quantities are estimates based on current usage. The Embassy makes no guarantee that future usage will be the same; the Contractor is responsible for replenishing supply throughout the contract.
