Pre-proposal Conference Minutes

Date : June 22, 2016, 1400hrs

Contracting Officer (CO) Eric Flaxman welcomed the attendees and explained the conduct of the session. He explained that this was an informational session and that all questions posed would not be answered in this forum, but rather the questions and answers would be posted on the Federal Business Operations website. He said that administrative and procedural questions-that is, those related to how and when the proposals should be submitted could also be asked and these questions and answers would be posted on the website.

The CO went through the solicitation requirements to include the proposal submission. SAM registration and TIP compliance, Also, the CO encouraged prospective offerors to begin the SAM registration process.

The following questions were submitted and again, it was noted these questions and the answers, would be posted on the FedBizOpps under the “Other” category.

1 When is the current expiry date of the present contract? And when is the commencement date of the new contract? And how long is the new contract?

2 Who is the current insurer?

3 Request for Fact File Form (GIFF) as per required by market practice.

4 Is the invoicing one year or bi-annual and is the payment upfront or end of one year? Are the invoices sent out annually or bi-annually?

5 Can the benefit levels be more or less provided as specified?

6 What do you mean as a “rider” for staff stationed at the Official Residence Expense (ORE) staff?

7 Can the 3-year past records be passed down to new offeror from the current insurer? Is there an online standard system that such data can be documented so that it can be transferred from one party to another?

8 Who signs on the line who determines the prices offered and who signs on the cover page of SF33? Who is the contract administration person?

9 It is stated in L.4.3.2.1 (d) to provide a total dollar amount. Can a range be provided eg <$500,000 instead of an exact figure?

10 Do your current employees have a panel list of doctors with a cashless payment system or they go through re-imbursement?

11 Package must be submitted before 430pm by due date?

12 What past experiences from the insurer you require? What plan administration you require from the insurer? Do you require financial statements?
