Dear Prospective Offeror:

SUBJECT: Solicitation Number SSN10016Q0008

The Embassy will conduct a pre-quotation conference cum site visit on October 14, 2016 at 1300 hours Singapore time, and all prospective quoters are invited to attend. Interested companies must submit name of company, name(s) of attendees, I/C or passport numbers to Matthew Ferry by October 12, 2016. Attendance is limited to three (3) persons per company. The pre-quotation conference/site visit will commence at the Embassy (27 Napier Road) and will proceed to the other sites thereafter. Parking is not available at the Embassy. Transportation to the other sites will be provided by the Embassy.

Your quote must be submitted in a sealed envelope marked "Quotation for Gardening services Enclosed" to:

Matthew S. Ferry, Contracting Officer American Embassy 27 Napier Road Singapore 258508 on or before 1630 hours Singapore time on October 31, 2016. No quotation will be accepted after this time. Electronic submissions will not be accepted.

In order for a quote to be considered, you must also complete and submit the following:

1.SF-1449 (Blocks 12, 17, 19-24 and 30 appropriately filled out)
2.Section 1, The Schedule
3.Section 5, Representations and Certifications;
4.Additional information as required in Section 3.

Direct any questions regarding this solicitation to Matthew S. Ferry by letter or by fax (65) 6476-9342 during regular business hours. Questions may also be sent to email address FerryMS@state.gov

Please note that all companies doing business with the U.S. Government must register on the System for Award Management (SAM) available at https://www.sam.gov

The guidelines for registration in SAM are also available at https://www.statebuy.state.gov/pd/Pages/AdditionalVendorReg.aspx

To register in SAM, a DUNS number and a NCAGE code are required. There is no cost involved in obtaining these numbers or registration in SAM. However, the entire process may take up to a month so interested quoters are strongly encouraged to register their business as soon as possible to avoid any delay in making an award to the successful bidder.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Other information

1. Quoters are urged to submit written questions by fax at least three workdays prior to the scheduled pre-proposal conference date. Questions shall be addressed to the attention of the Contracting Officer at fax no. (65) 6476-9342 or FerryMS@state.gov

2. Attendees may also bring written questions to the site visit/pre-proposal conference.

3. Statements made by the Government at the pre-proposal conference shall not be considered to be a change to the solicitation unless a written amendment is issued.

5. The validity of the quote is 90 days from the close date of the RFQ.
