Sources Sought Notice no. SS-2025025935

“Geospatial Database Administration and Operations (Tableau) ”

July 31, 2025

Background:

The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S.

Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE’s Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the “M&O Contractor”.

Multiple projects at NREL utilize Tableau as a key resource for managing and visualizing databases (geospatial and non-geospatial). This expertise has been supported by Skye Analytics as a contractor for the past 10+ years, allowing access to a high level of expertise as needed. The volume/complexity of projects varies from year to year. Several high visibility projects utilize this software (Annual Technology Baseline, OEDI), and over the past year the current subcontractor has been utilized by ITS to provide Tableau server administration.

Objective:

The objective of this Sources Sought Norice is to identify potential subcontracting companies that are qualified and capable of meeting the project objectives. The project objective, at a high level, provide support to the Geospatial Data Science (GDS) Service Center for ongoing projects requiring Tableau and other database management, cloud engineering database services, and geospatial analysis efforts.

Project Details:

Alliance is seeking information from sources that may be capable of providing a solution that meets or exceeds the following minimum capabilities required by NREL:

• Provide Tableau server and database administration to NREL projects

• Provide guidance and consultation on database design, utilization and optimization to

NREL projects

• Provide cloud engineering database services as needed

• Provide geospatial analysis as needed

Request Details:

Alliance intends to/may competitively solicit for “Geospatial Database Administration and Operations (Tableau)”, dependent on the volume of qualified responses received and other factors. Should the project team decide to proceed with a competitive solicitation, the following steps outline the process for reviewing responses to this market research effort for inclusion on the source list for that competitive solicitation:

Step 1 - Sourcing (SSN): Parties that meet the minimum criteria outlined herein are encouraged to submit their capabilities statements. Submitted capabilities statements that meet Alliance’s stated criteria will be considered for inclusion in the source list to receive notice of the planned RFP. Alliance reserves the right to add additional sources to the source list at its discretion.

Step 2: Qualifying (RFP): Once the source list is compiled (Alliance reserves the right to add additional sources to the source list at its discretion), Alliance will send each qualified source the Request for Proposals (RFP) solicitation document. Sources will then be asked to submit in accordance with that formal solicitation document. Alliance will then evaluate the submitted qualifications against the selection criteria.

Small-Business Requirements: Sufficient, qualified responses to this SSN will determine if a total small business set aside is appropriate for a resultant RFP. The NAICS code applicable to this SSN is 541511 – (Custom Computer Programming Services).
