About this file
This document is a Sole Source Justification Form for the Illinois Department of Human Services (DHS) to secure a 3-year repair and maintenance services agreement for BlueCrest sorting equipment located at 5020A Industrial Drive in Springfield, Illinois. The agreement will cover all required repairs, software installations, and monthly preventative maintenance performed on two Apex Sorters using qualified and authorized technicians. BlueCrest is the proprietary owner of the Apex Sorter equipment and technology, and no other company or provider can service or upgrade this equipment. The value of the initial 3-year term is $583,968.12.
The pricing for the 3-year agreement provides cost savings compared to purchasing single-year agreements over the same period, which would cost approximately $589,796 versus $583,968 for the multi-year contract. DHS has had sole source contracts with BlueCrest for this equipment since 2009. Approving this sole source will ensure the mail processing unit can continue to operate the sorters and realize over $2 million in annual postage savings from pre-sorting capabilities. BlueCrest will be responsible for all parts and shipping costs associated with the maintenance and repairs.

Sole Source Justification Form - Part I Section I - General Information
Department/Bureau/Section: Office of Business Services
Need Identified Date: Jan 22, 2024 Supply/Service Need By Date: Jul 1, 2024
Project Title: Repair and Maintenance Services for Bluecrest sorting equipment - 3 year agreement
Vendor: DMT Solutions Global Corporation dba BlueCrest
Provide a description of the supplies or services required:
The State of Illinois Department of Human Services (DHS) is seeking to secure a 3-year repair and maintenance services agreement for BlueCrest sorting equipment located at 5020A Industrial Drive in Springfield, Illinois. This agreement will cover all required repairs, software installations, and monthly preventative maintenance (PMs) performed on both Apex Sorters using qualified and authorized technicians. The cost of all required parts, as well as any shipping and handling charges that may be required, will strictly be the responsibility of BlueCrest.
Value: Actual Value of Initial Term, this Change Order or Amendment: 583,968.12
Will this Sole Source amend a Professional or Artistic Services contract? Yes No
*Sole Source may not be used for amendments for Professional or Artistic Services if the amendment would increase the value by more than 5% of the initial award or extend the term by more than 60 days.
Type: New Sole Source
Section II - Proposed Term
One-Time Purchase Term Contract
Estimated Contract Begin Date: 7/1/2024
Estimated Contract End Date: 6/30/2027
Number of Potential Renewals:
Length of Each Renewal in Months:
Total Value of All Renewals:
If a Term Contract, does the term, including renewals, exceed 12 months? Yes No
If yes, provide a detailed justification including any economic benefit received for agreeing to a multi-year term:
Pricing provided by the vendor includes cost-savings for the 3-year term, versus the cost of purchasing 3 single-year agreements over the same term. The total cost will lock for the entire term, ensuring that no increases will occur over that period of time. Historically, repair and maintenance agreements purchased year-to-year are more expensive than a multi-year agreement where pricing is locked.
The average annual charge for the 3-year agreement is $194,656.04, which is slightly more than 7% higher than the current contract of $180,791.28. However, the vendor did disclose that on average, year-to-year contracts increase by 4.25%. Replacing the current contract with a single-year agreement would cost $188,474.91; the second single-year contract would increase to $196,485.09; and the third single-year contract would increase to $204,835.71. Each subsequent single-year amount would see that 4.25% increase.
Therefore, three one-year agreements would cost the agency $589,795.71 which is $5,827.59 more expensive than the 3-year quote of $583,968.12.

Requesting Agency/University Illinois Department of Human Services
1. Provide a detailed explanation of the need for the supplies or services:
The Department of Human Services is seeking to secure a 3-year repair and maintenance services agreement for BlueCrest sorting equipment located at 5020A Industrial Drive in Springfield, Illinois. Similar repair and maintenance services were purchased from BlueCrest in an agreement that is still in effect. The current agreement covers both Apex Sorters, along with the required software.
We are seeking a new repair and maintenance agreement that covers all required repairs, software installations, and monthly preventative maintenance (PMs) performed on both Apex Sorters, using qualified/authorized technicians. The cost of all required parts, as well as any shipping and handling charges that may be required, will strictly be the responsibility of BlueCrest. Since both pieces of equipment are proprietary to BlueCrest, no unauthorized entity can service this equipment, nor would they have the training and expertise to provide those services.
If this purchase is not approved, the Apex Sorters will be left without any break/fix or repair/maintenance support. Any breakdown would severely impact the ability of the Mail Processing Unit (MPU) to complete mandated mailings timely, and at lower costs. A long-term breakdown would require a 3rd party vendor be employed to help manage the pre-sort. With the sorters out of service, DHS would see a significant increase of postage costs and a per-piece fee paid to the vendor for each letter processed.
The MPU would also see an increase in paying full-rate for many of the letters mailed, resulting in a significant postage expenditure increase per letter. The pre-sort savings realized by the MPU are in excess of $2M annually - losing the ability to pre-sort the majority of these mailings would eliminate this savings unnecessarily. As previously stated, BlueCrest is the proprietary owner of the Apex sorting equipment and technology. Given the critical need for this equipment in the MPU, it is imperative this procurement be approved to preserve operational viability.
2. Provide a list and describe in detail the specifications required to satisfy the need:
BlueCrest will provide the following:
1. A designated technician assigned as a "Priority Resident Technician" for the Apex Sorters housed at 5020A Industrial Ave in Springfield, IL;
2. This technician will perform all Preventive Maintenance (monthly) and Remedial Maintenance (break-fix) as necessary to ensure operational readiness;
3. All parts, excluding consumables, will be replaced at no additional charge as necessary;
4. All software installations, updates, or upgrades will be covered under this agreement;
5. In the event the "Priority Resident Technician" is unavailable, BlueCrest will ensure a replacement technician is dispatched to 5020A Industrial Ave, in order to provide coverage during the period of time in question.
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
Both pieces of equipment are proprietary to BlueCrest. No unauthorized entity can service this equipment, nor would they have the training and expertise to provide those services. BlueCrest provided a sole source letter stating the following:
The purpose of our letter is to confirm that the Apex Sorters, Serial Numbers 01023 and 01170, are BlueCrest sole source products (each, a "Sole Source Product").
BlueCrest is the only company in North America that is authorized to license and to provide maintenance services to the State of Illinois Department of Human Services for the Sole Source Products and the only party authorized to access the source code of the Sole Source Products.
A copy of this letter is provided (see Attachment A).

Requesting Agency/University Illinois Department of Human Services
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
BlueCrest is the proprietary owner of the Apex Sorter equipment and technology. Because BlueCrest is the original equipment manufacturer, no other company or provider can offer the parts, software subscriptions or upgrades for this equipment. Given the critical need for this equipment in the MPU, it is imperative this procurement be approved to preserve operational viability.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?
Because BlueCrest is the proprietary owner of this equipment, operational compatibility and proprietary rights were the determining factors that led to this sole source approach.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
BlueCrest is the proprietary owner of the Apex Sorter equipment and technology. Because BlueCrest is the original equipment manufacturer, no other company or provider can offer the parts, software subscriptions or upgrades for this equipment. The postage savings realized because of the ability of the MPU to perform the pre-sorting of mail pieces is a far more significant than the cost of the annual maintenance agreement. In addition, procuring a 3-year agreement, instead of year-to-year, locking in the pricing over the term, preventing the increases that accompany single-year service contracts.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
8a. If yes, please provide details regarding future obligations and/or needs:
Ongoing repair and maintenance, in addition to software updates/upgrades will be required, as long as this equipment is in service.
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
If this purchase is not approved, the Apex Sorters will be left without any break/fix or repair/maintenance support. Any breakdown would severely impact the ability of the MPU to complete mandated mailings timely, and at lower costs. A long-term breakdown would require a 3rd party vendor be employed to help manage the pre-sort. If the Apex Sorters are out of service, it would result in an increase of postage costs and a per-piece fee paid to the vendor for each letter processed.
Due to the fact that no other company or vendor can provide the services needed because BlueCrest is the proprietary owner of the Apex sorting equipment and technology, we risk not only seeing increases in mailing costs if this equipment is off-line, we also risk permanent damage to critical pieces of equipment.
Competitive bid is not a viable option, given the proprietary ownership of the Apex Sorters.
Additionally, approving the 3-year contract will save the State close to $6,000 over the term of the agreement.
10. Is there any additional information you would like to add to justify this sole source?
Sole Source is the best option to procure this equipment at this time. The Apex Sorters are proprietary to BlueCrest. We need a repair and maintenance agreement that covers all required repairs, software installations, and monthly preventative maintenance (PMs) performed on both Apex Sorters, using qualified/authorized technicians. The cost of all required parts, as well as any shipping and handling charges that may be required, will strictly be the responsibility of BlueCrest. Since both pieces of equipment are proprietary to BlueCrest, no unauthorized entity can service this equipment, nor would they have the training and expertise to provide those services.

Additionally, the person processing procurements for this service during 2015 - 2019 has retired and DHS staff no longer has access to the system these were completed in to verify the purchase history for those years.
Q1Answer: The Department of Human Services is seeking to secure a 3-year repair and maintenance services agreement for BlueCrest sorting equipment located at 5020A Industrial Drive in Springfield, Illinois.
Q2Answer: BlueCrest will provide the following:
1. A designated technician assigned as a "Priority Resident Technician" for the Apex Sorters housed at 5020A Industrial Ave in Springfield, IL;
2. This technician will perform all Preventive Maintenance (monthly) and Remedial Maintenance (break-fix) as necessary to ensure operational readiness;
3. All parts, excluding consumables, will be replaced at no additional charge as necessary;
4. All software installations, updates, or upgrades will be covered under this agreement;
5. In the event the "Priority Resident Technician" is unavailable, BlueCrest will ensure a replacement technician is dispatched to 5020A Industrial Ave, in order to provide coverage during the period of time in question.
Q3Answer: Both pieces of equipment are proprietary to BlueCrest.
Q4Answer: BlueCrest is the proprietary owner of the Apex Sorter equipment and technology. Because BlueCrest is the original equipment manufacturer, no other company or provider can offer the parts, software subscriptions or upgrades for this equipment. Given the critical need for this equipment in the MPU, it is imperative this procurement be approved to preserve operational viability.

Q5aAnswer: Because BlueCrest is the proprietary owner of this equipment, operational compatibility and proprietary rights were the determining factors that led to this sole source approach.

Q7Answer: BlueCrest is the proprietary owner of the Apex Sorter equipment and technology.

Q8aAnswer: Ongoing repair and maintenance, in addition to software updates/upgrades will be required, as long as this equipment is in service.
Q9Answer: If this purchase is not approved, the Apex Sorters will be left without any break/fix or repair/maintenance support.
Q10Answer: Sole Source is the best option to procure this equipment at this time.
