About this file

This is a NAVSUP Fleet Logistics Centers Sole Source/Brand Name Justification form for procurement WI-0527 Cargo Crane. The document is a sole source justification dated March 11, 2026, for replacement parts for the Forward and Aft Cargo Cranes aboard the USNS JOHN LEWIS. The required delivery date is August 15, 2026, with an estimated total cost of $25,740.44.

The sole source restriction is limited to Allied Systems Company (ALLIED SYSTEMS COMPA), located at 21433 SW Oregon Street, Sherwood, Oregon, with manufacturer point of contact Cam Karr at (503) 625-2560. No dealer or representative information is provided. The justification confirms that the requested material represents the minimum government requirements. The procurement is restricted based on three primary factors: (1) patent, copyright, or proprietary data limitations citing NAVSEA Technical Manual TG811-BZ-MMC-010 for TB80-87 and TB100-87 cargo cranes with Allied Systems Company as the manufacturer; (2) direct replacement parts requirements for TB80-87 and TB100-87 cargo cranes aboard the USNS JOHNLEWIS, with the caveat that any "alike" parts would void associated pump warranties; and (3) Allied Systems Company being the sole known provider of these cargo crane parts and original equipment manufacturer for the TAO 205 class vessels. The justification notes that MSC does not possess the manufacturing and technical information required to reverse engineer parts or procure alternative replacement parts without compromising required reliability and equipment effectiveness. The form was certified by Brendan Donovan, Port Engineer (MSC N751), on March 11, 2026, and approved by Contracting Officer Shawn Comparto on March 23, 2026.

undefined: MSC is directed to only use OEM parts on this equipment aboard MSC Fleet Vessels per COMSCINST 4490.1 due to risk of damage to the vessel and unacceptable risk of personal injury or loss of life. In addition, Allied Systems Company retains the rights to all design drawings, tolerances, and original parts for the cranes on board TAO class ships.
