About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs.

The Salem VA Medical Center (VAMC) in VISN 06 seeks to procure water system monitoring, sampling, testing, and reporting services required under Virginia Code 12VAC5-590 Waterworks Regulations. The estimated contract value exceeds the micro-purchase threshold but does not exceed the $250,000 SAT. The Salem VAMC water system is classified by the Virginia Department of Health as a Non-Transient Non-Community, Class 5, Consecutive System that receives water from the City of Salem's municipal distribution system. The procurement justifies a single-source award to the City of Salem because it is the only responsible source capable of providing the required services, as the City of Salem is the water supplier and requires outflow testing from the facility to ensure no contamination enters the city's system. Market research identified 597 potentially capable SDVOSB and VOSB vendors under NAICS 541380 through VetCert and 158 through the SBA DSBS; however, prior fiscal year market research and FPDS data confirmed that the shared water distribution and wastewater systems infrastructure necessitates the City of Salem as the sole source. Contracting Officer Satasha Stewart certified the justification on July 9, 2026, in accordance with FAR 13.106-1(b), with Acquisition ID 36C246-26-AP-2504.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-26-AP-2504

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Salem Medical Center. 2237 No. 658-26-4-5071-0267.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Salem VAMC water system is a Consecutive System which receives water from the City of Salem’s water distribution system. The City of Salem is the only source capable of providing licensed waterworks operators with the ability to operate the VAMCs capable of Virginia code 12VAC5-590 Waterworks Regulations require.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This procurement to provide monitoring, sampling, testing, and reporting services required under Virgina Code 12 VAC5-590 Waterworks Regulations to operate the Salem VAMCs water distribution system. The Virginia Department of Health (VDH) has classified the water system as Non-Transient Non-Community, Class 5, Consecurive System which receives water from the City of Salem’s water distribution system. As such, the City of Salem is the only responsible source capable of providing services to satisfy agency requirements.

4. Description of market research conducted and results or statement why it was not conducted: Research undertaken to check potentially capable vendors under NAICS 541380 on VetCert and SBA DSBS. Also searched FPDS and reviewing market research for same service for FY25. VetCert showed 597 and SBA DSBS showed 158 potentially capable SDVOSB and VOSB vendors. Although potentially capable vendors exist, FPDS and MR undertaken for FY24 water treatment for the Salem VA, showed a sole source to the City of Salem due to shared water distribution and wastewater systems between the City of Salem and the Salem VAMC. The City of Salem requires out flow testing from the facility to ensure no contamination from the Salem VAMC enteres the city’s system.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
