Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, NCO10, Richard L. Roudebush VA Medical
Center, Indianapolis IN, submitted 2237 #583-25-4-997-0205 PacsScan Sofware Upgrade.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
PacsSCAN single user license (25 total) upgrade is required by the Richard L. Roudebush VA Medical Center Radiology Department. New PacsSCAN licenses are required for Windows 11 compliance.
Currently, the facility scans paper orders into the Radiology PACS system in DICOM format so they can be reviewed as an image by the Radiologist reviewing the Radiology study. This process ensures correct patient being examined, current history, and study information is available.
Necessary supplies are:

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: PACSgear hardware and software are already established within the Radiology Department. Technologist scans paperwork in Radiology PACS system to be viewable with the exam images. The Radiologist then can view the paperwork to assist with a more accurate diagnosis. HTM adds the PACSgear updated license to PC’s with current licenses. There’s only one source capable of providing the supplies or services required. Selecting any other brand would create inconsistency in the standard of care, reliability in function, require new training, and cost prohibitive.
4. Description of market research conducted and results or statement why it was not conducted:
DSBS queried using NAICS 513210 and keywords “PacsScan Licenses” for SD/VOSB’s with 0 vendors found. VetCert query by same NAICS with 287 results. Review of GSA Advantage, and NAC garnered zero results. Hyland Software, Inc., (OEM), large business, confirmed one capable SD/VOSB on SEWP, and two small business vendors on the open market capable of meeting the full requirement.
Requested items were not found by any other vendor. OEM confirmed devices are proprietary. The VA Rule of Two cannot be met. However, the SBA Rule of Two could be satisfied. Product is not on the NMR Class Waiver List. Will compete small business quotes for a small business set-aside, open market. Price is fair and reasonable.
