About this file

This is a Determination and Findings document authorizing single-source procurement for timeserver equipment. The contracting activity is 76/558CA, and the acquisition covers timeservers for the Royal Saudi Air Force (RSAF) and Japan Air Self-Defense Force (JASDF) under PRIs 28103 and 28104. The procurement is justified under RFO 8.401 and GSAR 538.7104-3(a) for FSS Orders, RFO 11.204(a)(2)(ii) for brand name requirements, RFO 12.102(a) for commercial products, and RFO 13.101(b) for noncommercial products.

The timeserver is a mission-critical, sole-source requirement for the Mission Computing system, designed exclusively by Boeing to generate precision 1PPS signals and IRIG B serial time code for synchronization and calibration of navigation, network processing, storage, and communications equipment. Extensive market research, including technical evaluations of competing equipment from Masterclock and EndRun Technologies, confirmed no suitable alternatives exist that meet the required form, fit, and function or are compatible with the existing Mission Computing infrastructure. Integration of alternative hardware would require complete system redesign, incur prohibitive costs, and cause unacceptable operational delays. The governing Technical Order specifies this timeserver as the only equipment capable of fulfilling the requirement. The Contracting Officer (AFSC/PZIMB) serves as the approval authority for this determination under DAF Approval Authorities Matrix PM 26-C-11 and GSAR regulations.

CONTROLLED UNCLASSIFIED INFORMATION

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: 76/558CA

2. Nature and/or Description of the Action:

Timeservers for RSAF and JASDF ( PRIs 28103 and 28104)

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

The procurement of this specific timeserver is a mission-critical, sole-source requirement. The Mission Computing system will not operate without this exact hardware. The device is required to generate the precision 1PPS signal and IRIG B serial time code mandatory for the synchronization and calibration of navigation, network processing, storage, and communications equipment.

There is no suitable substitute for this hardware that meets the necessary form, fit, and function. The Original Equipment Manufacturer (OEM), Boeing, designed the Mission Computing architecture to integrate exclusively with this timeserver. It dictates the proprietary connections and cabling required to distribute precise timing signals across the network. Introducing an alternative device would require a complete, cost-prohibitive system redesign and result in unacceptable delays to operational readiness.

Extensive market research was conducted to identify potential alternative sources, including technical evaluations of equipment from Masterclock and EndRun Technologies. The results definitively confirmed that no competitor's hardware is compatible with the existing Mission Computing networking infrastructure.

Per the governing Technical Order (TO), this specific timeserver is the only equipment capable of fulfilling the requirement. Attempting to integrate alternative hardware will result in total system inoperability. Therefore, this must be procured as a sole-source acquisition.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
