About this file

This is a Determination & Findings (D&F) document for a sole source acquisition by the Air Force Research Laboratory (AFRL) Radiation Management and Biological Effects (RMZB) division. The contracting activity is procuring one (1) RSX-1 Sodium Iodide Radiation Detector with dimensions of 4"x4"x16" from Radiation Solutions Inc., the sole manufacturer and authorized distributor of this equipment.

The USAF School of Aerospace Medicine, Occupational and Environmental Health (USAFSAM/OEC) requires this detector to enable directional radiation source identification and comprehensive Health Risk Assessments to protect Air Force personnel from ionizing radiation exposure. The agency currently possesses one RSX-1 unit but needs an additional unit to create a networked sensor system that allows personnel to triangulate and pinpoint exact radiation source locations with speed and precision. The specified 4"x4"x16" dimensions and RSX-1 model are the only specifications ensuring seamless integration with existing equipment; alternative models would fail to meet critical interoperability requirements. The sole source justification is based on commercial product availability under RFO 12.102(a), with supporting documentation provided in File Item (FI) 358. The Contracting Officer has approval authority for this determination under DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 and GSAR 538.7104-3(a).
