About this file
This is a Sole Source Justification document for a Small Unmanned Aircraft System (SUAS) procurement by the Air Force's 96th Civil Engineering Group at Eglin AFB, Florida. The document justifies the sole-source acquisition of a Wingtra One GEN II SUAS from SITECH South, LLC, specifically targeting the Wingtra model as the only fixed-wing SUAS on the DoD's Blue UAS Cleared Drone List capable of collecting survey-grade data with Vertical Take-off and Landing (VTOL) capabilities.
Key requirements include a SUAS that meets stringent security criteria, can collect 1cm accuracy survey data, operates with a 1.8 pound payload, has a 6-mile radio range, and includes RGB and oblique camera systems. The procurement is for the Engineering Division's need to conduct survey grade location data collection, boundary surveys, and support mission workflows in remote regions. The justification emphasizes the Wingtra's unique combination of being Blue List approved, having a fixed-wing design, VTOL capabilities, and survey-grade data collection accuracy, which makes it the most suitable option for the agency's specific requirements.

Due to security concerns the target SUAS must also be list on the 'Blue List' of SUAS's (Blue UAS Cleared Drone List ) approved for purchase. This relatively small list of 'Blue SUAS' significantly reduces the market options for fulfilling the requirement. The Wingtra One SUAS has been identified as uniquely fulfilling these requirements in that it is on the 'Blue List', and more importantly, it is the only fixed-wing SUAS capable of collecting survey grade data. The fixed wing configuration is required for reduced complexity of operation and significantly reduced maintenance over the life of the system. It also has Vertical Take-off and Landing (VTOL) characteristics which are required for operating in tight surroundings. In pursuing the establishment of this capability at CENME, significant consultation was done with other Air Force units (78 ABW/CENME at Robins AFB, 88 CEG/CENME at Wright-Patterson AFB) currently using SUAS systems. Their advice was to purchase the Wingtra system since this is our first system and the Wingtra is the easiest system to operate. When we contacted Wingtra corporate office, they directed us to SITECH South, LLC. as the preferred reseller due to their geographic proximity to our location. SITECH will be best able to supply the training necessary to properly operate the SUAS.
While there are other SUAS on the approved 'Blue List', we were not able to find another one that is capable of collecting survey grade data along with having the simplified fixed wing, Vertical Take Off and Landing configuration.
As the Air Force employs more SUAS to meet mission requirements, the industry may respond with more units that meet the 'Blue List' security requirements, as well as the survey grade data collection requirements. More compliant models in the market will allow for less restrictive procurements in the future.
